Public Comment

The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote.

Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately.

These are the items on the Consent Agenda:

  • First reading with a public hearing set for December 9th: Amendment to the zoning code to improve sustainability and wildfire mitigation in new construction. More.
  • First reading with a public hearing set for December 9th: Remove the 1% growth limit, established in 1995, from the Municipal Code. More.
  • First reading with a public hearing set for December 9th: Move the allowed number of dogs & cats from one part of the Municipal Code to another. More.
  • First reading with a public hearing set for December 9th: Establish wastewater charges for the new Golden Overlook Subdivision. More.
  • Adopt the Metropolitan Regional Building Policy Cohort’s "Roadmap to Zero Emissions." More.
  • Adopt the new Parks & Rec Master Plan. More.
  • The City's Finance Director left as of last Friday. The City Manager plans a "comprehensive" search for his replacement. Tonight, Council will appoint one of the accounting staff, Joeseph Allaire, to serve as Interim City Treasurer and Finance Director. More.

Proclamations

Renewing Two Intergovernmental Agreements (IGAs) with the School of Mines

These IGAs are intended to improve communication between the City and School, particularly with regard to the School's expansion plans and land use. As a State institution, the School does not consider itself bound to City regulations. They are also exempt from property tax, though they do expect City services such as police and fire protection. While the School can be an economic engine, their presence (and expansion plans) in the middle of town is at times a mixed blessing. More.
