Comp Plan Discussion
MTAB will discuss the draft Comprehensive Plan. This is still very much a moving target, with several unfinished sections, including the REDI Action Plan, a Water Efficiency Plan, the Open Space Master Plan and Parks & Rec Master Plan. They also plan to update 2022 the Housing Needs Assessment, which concluded that Golden needed 3,100 new housing units by 2032.
The meeting packet includes summaries of the various neighborhood plans, which are also considered components of the overall Comprehensive Plan. These include:
- 2009 North Neighborhoods Plan (p. 22)
- 2012 Central Neighborhoods Plan (p. 23)
- 2013 East Downtown Plan (p. 24)
- 2014 Golden Heights/Golden Hills Plan (p. 25)
- 2016 South Golden Road Neighborhoods Plan (p. 26)
- 2017 North Clear Creek Neighborhood Plan (p. 27)
- 2020 West Downtown Plan (p. 28)
- 2023 South Neighborhoods Plan (p. 29)
The plan also includes goals for adding more affordable housing.
Streets/Bike Manual Discussion
The board will review the working draft of a Streets/Bike Manual.

Staff will provide updates on ongoing projects.
Minutes from Last Month
Despite considerable concern expressed by residents, MTAB approved the plan to remodel Jackson and Ford through the Central Neighborhoods. The concerns included:
- Narrowing Jackson to a single lane in from of Safeway
- Adding a bike lane with a concrete divider (of concern to both bicyclists and residents)
- Moving travel over to run right next to front yards, with no buffer
- Narrowing intersections, which will make it harder for trucks to turn the corners
- Removing 121 parking spaces, which will force parked vehicles further into the neighborhood
City staff described the plan (pp. 5-20 of the 8/28 meeting) as 100% complete--too late to change it.
