Public Comment

The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote.

Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately.

These are the items on the Consent Agenda:

  • First reading of Ordinance 2269 with second reading and public hearing on July 22nd. This item would approve vacating a right-of-way at 211 Lookout View Drive. This is a spot where the street cuts into a front yard, a remnant from the time when the street dead-ended at that spot and needed a turn-around area. The street now goes through, so the turn-around spot is no longer needed. See it on an aerial view.
  • Intergovernmental Agreement with Jeffco Schools to provide School Resource Officers (SROs) to Golden High School and Bell Middle School. The school district pays 50% of the officers' salaries. The agreement had to be amended to account for the new four-day work weeks for Golden police. SROs will work 5 days a week when the schools are in session. The also added regulations pertaining to SROs obtaining access to confidential information regarding students.
  • A vacancy has arisen on the new Arts & Culture board. Pariss Hazelman will be appointed to fill the vacancy.

Proclamation

4th of July - Independence Day

Resolution

Permit parking will be extended to 8th Street. As 9th Street and now 10th Street have moved to permit parking, the residents of 8th Street have found that drivers now come to 8th Street in search of a free and kiosk-free place to park. This resolution will extend permit parking to 8th Street.

Executive Session

Council will go into Executive Session (which means no public, no cameras) to discuss "property on 24th Street southwest of Delong Park." This property was on last week's Consent Agenda but was not allowed to slide through. The City accidentally built a sidewalk through a homeowner's yard. Staff proposed buying the piece of property for $80,000. The homeowner wanted to build a privacy fence to shield his windows and yard from the new pedestrian traffic, so staff recommended an additional $7,000 to pay for a fence. Council was divided on this proposal. Don Cameron was concerned that the new fence would become a target for graffiti. Rob Reed was concerned that the agreement would impinge on the City's rights to the adjacent Welch Ditch. Patti Evans felt that the offense was grievous and the City should make amends without further delay.
