Understanding the Budget #2 - General Revenue Sources

As described in the initial article, the City’s Operating Budget is organized into funds. Simplistically, the funds can be thought of as separate checking accounts to handle specific areas of City operations.
The General Fund is used to cover government operations that are not specifically addressed in a separate fund. It is covered on pages 30 through 33 of the 2025 Budget Message. For 2025, the General Fund is expected to have revenues or inflows of $43,402,253. There are seven sources of revenue: Taxes, Licenses and Permits, Charges for Service, Intergovernmental, Fines and Forfeitures, Interest & Miscellaneous, and Transfers.
- Taxes are the primary source for income at $33,596,260, more than 75% of the total. Sales and Use Taxes account for $21,262,500 and Property Tax for another $9,400,000. Building Use Tax of $900,000 and Xcel Energy Franchise Fees of $1,275,000 are the next largest sources of tax revenue.
- The largest individual line item is the License/Permits category $950,000 for Construction Permits.
- “Charges for Service”, or fees, are the second largest source at $4,110,210. This includes trash service, campground, and utility service fees.
- In the Intergovernmental category, the City is expecting $500,000 for Sustainability Grants and. $301,050 for Clean Energy Tax Incentives.
- Fines and Forfeitures is the smallest category at $414,110. Traffic Fines ($232,000), Photo Radar Fines ($75,000), and Traffic Admin Fees ($80,800) account for almost all of the revenue in this category.
- Interest & Miscellaneous is the third-largest category at an estimated total of $2,005,400, mainly coming from Interest ($900,000) and Vendor Fees ($648,900).
- While Transfers is the second smallest source at $728,900, it is interesting. In 2025, the General Fund is expected to receive transfers of $500,000 from the Lodging Tax Fund and $80,000 from the Marijuana Tax Fund. The income from these two relatively recent taxes is tracked in separate funds and then a portion is transferred to the General Fund. Therefore the revenue is not shown in the Taxes category. The Open Space Capital Projects Fund will transfer $148,900 to the General Fund.
6-7:30PM Colorado Rails and Cocktails: A Ticket to Tomahawk @ Colorado Railroad Museum
The Museum is thrilled to launch this year’s Colorado Rails & Cocktails series with a special screening of A Ticket to Tomahawk. This classic Western film, released in 1950, stars Rio Grande Southern Locomotive No. 20 and its wooden twin (yes, you read that correctly!) as Emma Sweeny. Filmed along the Denver & Rio Grande Western’s Silverton branch, this film is a must-see for railroad and Western movie fans alike.
Starring Dan Dailey and Anne Baxter, the film also features Marilyn Monroe in her first on-screen appearance (uncredited)! Before the screening, we’ll share a quick “what to look for,” and afterward George Niederauer—former president of the Durango Railroad Historical Society—will take us behind the scenes. He’ll explore No. 20’s role in the movie and the incredible restoration journey of the Emma Sweeny replica “twin.”
Note: This program will be a little longer than usual since the movie runs approximately 1 hour 30 minutes, and we anticipate another 30 minutes for the accompanying presentation and Q&A.
Admission: $20 - 21 and older only
Admission includes two beverages of your choice (beer, wine or soda) and a selection of light snacks. Doors opens at 6:00 p.m. and the presentation starts promptly at 7:00 p.m.

Golden History: Golden's Financial District

The April 4, 1957 Colorado Transcript announced that the Golden Savings & Loan was moving to its new building at 701 13th Street. Golden had two savings institutions at that time; the other was the First National Bank.

First National Bank (and its precursor, the Rubey Bank) had always been located at 12th and Washington. The Savings and Loan, which had been in business since 1910, had occupied several locations on and near Washington Avenue.
In 1957, both institutions built new homes on 13th Street, and both opened within a few weeks of each other. The new buildings were inspired by a need for parking. A bank isn’t a place to linger—people want to make a quick stop and get in and out. They expect to have a convenient parking spot, and Washington Avenue couldn’t provide it. This was before the Foss lot and Meyer Hardware/Miners Alley-adjacent lot, and decades before the parking garages were built.
Sixty-eight years later, both buildings remain banks. The First National Bank building now houses Wells-Fargo and the Golden Savings & Loan building is BMO.
