2-3PM Virtual: Active Minds Monday

At Jefferson County Public Library, we foster continuous learning and connections. Keep your minds engaged every Monday! Be sure to explore our website for additional weekly event options, including call-ins and livestreams.

Today’s theme: Tibet

With an average elevation higher than the tallest peaks of Colorado, Tibet has been called the "Roof of the World." Join Active Minds as we explore the history and controversy that surrounds this unique region. China claims that Tibet has been part of China for centuries, while many Tibetans maintain that China illegally invaded the independent country in 1949. We will cover the role of the Dalai Lama, the views of China and the international community as we seek to understand the situation there.

5:30-7PM Downtown Development Authority Meeting (rescheduled) @ City Hall Council Chambers

Tonight's Topics:

Humble House Grant Application ($15,000)
Humble House (map) spent $37,136 on patio improvements last September. DDA requires that grant applications be made before the work is done, and that they include at least two bids for the work. This application was made after the fact and there was only one bid. DDA plans to approve the grant, but they have asked the owner to attend tonight's meeting to discuss the project.

Mesa Meadows Grant Application ($15,000)
Mesa Meadows repaired the roof over Metro Barber and Trailhead Taphouse (map). The work has already been done but DDA plans to approve the grant anyway.

Financial Assistance for the Cavalry Flats housing project ($1.3 million)
This project (map) is a form of affordable housing. It differs from the Jefferson County Housing Authority projects in the Central Neighborhoods, in that these homes will be available for purchase and are intended for higher-income families. The expectation is that the new owners will build equity as the homes appreciate in value.

The DDA had already agreed to a TIF agreement that would provide up to $950,000 in tax rebate. The City then contributed $2,250,000 with the possibility of an additional $500,000. The developers say they still don't have enough, so they are asking the DDA to increase their contribution from $950,000 to $1,300,000. They may provide up to $300,000 of that money up-front, rather than waiting for the tax rebate that will begin generating a couple of years in the future.

Golden Hotel Redevelopment ($15,000 for a capital grant and up to $385,000 in tax increment)
The Golden Hotel is expanding and updating. They expect that the improvements will help them generate more tax revenue. If they do, their TIF agreement with the DDA will allow them to keep up to $385K of the tax increment.

Comedy Festival ($35-45K)
Miners Alley Performing Arts Center is organizing a Comedy Festival, to take place in February. The DDA has agreed to sponsor this first year, with the hope that other organizations will step up in future years.

Emergency Support Grants for downtown businesses following the December power outage.
Downtown businesses were offered grants ranging from $2000 to $3500 to help compensate for the loss of revenue resulting from Xcel's power shutdown in late December. The DDA will discuss number of applications submitted so far and whether more businesses (such as short term rental properties) should be eligible for grants.

"East Zone Amenities" near the new City Hall ($125K)

2025 and 2026 Work Plans (pp. 65-69)
The board will review their accomplishments for 2025 and goals for 2026 in preparation for presenting their plans to City Council in February.

Golden History: Crime Wave

Meyer Hardware on Washington Avenue, 1958

The January 26, 1950 Colorado Transcript described an attempted robbery at Meyer Hardware. Joe Meyer was working late one evening when he heard a knock at the back door. He assumed it was his wife, coming down from their apartment on the second floor of the building.

Joe and Ruby Meyer in 1952

He opened the door and saw two masked gunmen, who demanded that he let them in. Meyer dodged behind the paint counter, then ran to the phone and called the sheriff. The Sheriff called the Golden police, and within minutes, officers from both agencies converged on the store. The would-be robbers–two boys, aged 16 and 14–squealed away in a pickup truck. Police officers and sheriff’s deputies all over the county were alerted, and within an hour, the boys were in custody.

It was Golden’s third robbery attempt within the past three weeks. Both Foss Drug and Kellogg Hardware had been robbed, but in both cases the criminals were quickly found and jailed.
