    Guiding Golden Heart of Golden Project

    City Council will hold a first reading of Ordinance No. 2257 on Tuesday, Dec. 3, 2024, during its regular meeting. The ordinance proposes issuing Certificates of Participation (COPs) to finance the construction of a new Police and Municipal Building as part of the Heart of Golden Phase 1 plan. 

    This project aims to relocate essential city services to a revitalized east zone of the Clear Creek corridor, enhancing public services while advancing the community-focused vision of the Heart of Golden plan. 

    The proposed financing plan was discussed at the April 9, 2024 Study Session, when City Council directed staff to continue to engage with the community about the project and to provide a recommendation on funding once the project team was assembled and its design had progressed further. The plan outlined design beginning in late summer or early fall, and construction starting in 2025. COP issuance wouldn’t be considered until the fourth quarter. 

    Our timeline and design has progressed as anticipated and staff is bringing forward this recommendation of issuance in Dec. 2024 based on the key areas we identified: economic conditions, schedule, debt timing, design progress, and overall community support. 

    The proposed financing approach emphasizes affordability, sustainability, and fiscal responsibility, with measures such as leveraging city reserves, reducing interest costs, and maintaining funding within the City’s existing revenue streams—ensuring no new tax increases. 

    Residents may participate and share feedback as part of the public comment portion of the public hearing at City Council’s Regular Business meeting on Dec. 3, 2024. If authorized by City Council on Dec. 3, 2024, a second reading and public hearing of the ordinance would also be held at its Regular Business meeting on Dec. 17, 2024.

    Golden History: Extremely Recent History: 2024

    • The first snow arrived on November 4th.
    • Golden Police Officer Evan Dunn was killed while assisting with a traffic accident. Officer Bethany Grusing was critically injured in the same incident.
    • RMQM opened two exhibits:WILD! SAQA and English Paper Piecing
    • The School of Mines was making rapid progress on their new residence hall, south of 19th Street
    • The Planning Commission continued hearing a plan to build five additional dwelling units in the side and back yards of a single family home on 6th Street.
    • The Planning Commission discussed ways to expedite affordable housing projects.
    • Tom Schweich, who had been posting weekly articles about Golden wildflowers, switched to posting articles about Golden's Open Space parcels.
    • Golden High School presented Hamlet. Miners Alley Performing Arts Center closed a Sherlock Holmes play and opened A Christmas Carol.
    • The Golden History Museum presented a lecture on Colorado in the Civil War.
    • The Downtown Development Authority approved a grant to allow the owner of 1418 Ford Street, in the Central Neighborhood, to install air conditioning. The property owner stated that he expected to sign a lease with Foothills Cremation & Funeral Service but added that they did not plan to do embalming at that location.
    • The City purchased an apartment complex in the Central Neighborhood to serve as affordable housing.
    • Golden Beer Talks hosted Terre Deegan Young, who discussed her experiences in Viet Nam.
    • The Chamber of Commerce and Golden City Brewery hosted a VIBE @ Five gathering.
    • GoFarm held their 10th annual Harvest Dinner at the Buffalo Rose.
    • Concerned about the City's plan to build a new municipal center without consulting the voters, a group called Golden Residents Count began gathering signatures on a petition to require voter approval on expenditures greater than $20 million.
    • The City accelerated plans to borrow $52 million before the petition process could be completed.
    • Foothills Art Center opened their 49th Annual Holiday Art Market. This was the first Market held in their Astor House location.
    • In a carryover from the 2020 pandemic shutdown, the Library continued their Virtual/Call In Active Minds series. November sessions covered the Mississippi River, Mayans, and Winston Churchill
    • The Golden Mill and BGoldN hosted aThanksgiving Feast for all.

    113 Years Ago
    The November 30, 1911 Colorado Transcript reported that Golden’s Volunteer Fire Department was celebrating its 40th anniversary. Mayor Hoyt–himself a charter member of the fire department–was on hand to praise the firefighters for their hard work and efficiency. He also regaled the group about some of Golden’s notable early fires.

    Golden originally had three fire companies: Excelsior Fire and Hose Company, W. A. H. Loveland Hose and Fire Company, and Everett Hook and Ladder Company. While there was friendly competition between the companies, they functioned together as the Golden Volunteer Fire Department.

    Golden built a Central Fire Station in 1883–located on 12th Street, between the Astor House and the Loveland Building (Old Capitol Grill). The Excelsior and Everett companies met and kept their equipment there.

    The Loveland Hose Company was based at 9th and East Street, near the railroad facilities. Their first station was built in 1880. In 1926, the firefighters moved the old building to the back part of their lot and began construction of a new one, made of stone. The firefighters hauled the stone and sand from the Creek and did most of the construction themselves. They celebrated the opening of the new fire station in 1927.

    In 1961, the City built the current municipal center, which included police and fire stations, city offices, the library, and the museum. At that point, the Central Station on 12th St. was torn down to make room for off-street parking. The Loveland station was used for meetings.

    In 1973, City Council decided to add a meeting room to the “new” fire station at City Hall and sell the Loveland station to help pay for it. They announced that there would be an auction, with the minimum acceptable price of $30,500. They held the auction and had no bidders, so they tried it a second time, with the same result.

    In November of 1973, the American Legion offered $25,000 for the building, which the City accepted. They’re still there!

    The Golden Volunteer Fire Department continues its long tradition of recruiting and training top-notch firefighters.
