9AM Public Art Commission Meeting @ Golden City Hall

This group is winding down, in that they will be replaced by the new Arts & Culture Commission. Some of the members will transfer to the new Commission.

The Public Art Commission has been receiving first $50,000 (2020 and 2021), then $80,000 a year from the city's s budget. For several years, they focused on planning, policy, and maintenance and held on to the yearly allocation. In 2023 and 2024, they commissioned several pieces of art, effectively using up their reserves.

Page 5 of the meeting packet provides the status of the installations in New Loveland Mine Park, Clear Creek Trail, DeLong Park, Triangle Park, Ulysses Park, the artistic downtown bike corrals, and a new signal box wrap. The last two are new this year.

Preserving the Shelton Mural
This year's business includes a discussion of the best way to clean and preserve the Hal Shelton mural that hangs in on the second floor of the Community Center. One approach would cost $8,600 and the other would cost $20,600. The less expensive approach will not provide UV protection, so the mural will eventually fade. The proposal from the conservators begins on p. 16 of the meeting packet.
Artistic Bike Racks
During their January meeting, the group discussed commissioning bike racks that could double as public art. They received several public comments reminding them that bikes must be locked by both wheels to be secure. With that feedback in mind, staff is working with two artists on a design for functional artistic bike racks.
During their February meeting, they discussed places to put art in and around the new City Hall. The City plans to dedicate 1% of the construction budget to public art. At this time, they estimate that the art budget will be about $470K. The Commission reviewed the design drawings and recommended several spots. See the details beginning on p. 12 of the meeting packet.
Staff details the commission/acquisition process beginning on p. 2 of the meeting packet. They plan to hire a consultant to guide them through the bidding and selection process.

Public Comment
A member of the public pointed out that we used to have an art installation off of Highway 93, at the northern gateway of the City. The commenter suggested that something "tall and welcoming," such as a group of sunflowers, would be a good entryway piece. Staff responded that the Commission is not focusing on gateway art at this time, that their budget is fully allocated, and that the Commission will be disbanded soon. Page 9 of the meeting packet.

4:30-6PM REDI Task Force Meeting @ City of Golden Planning and Public Works

The REDI (Race, Equity, Diversity and Inclusion) Task Force is composed of community members and city staff who have a key role in implementing aspects of the REDI Action Plan, finalized by the City in November of 2022.
The Task Force focuses on promoting accountability for implementing the REDI Action Plan and coordinating community-wide efforts to advance equity.
The task force meets monthly in Council Chambers (911 10th St.) on the first Thursday of the month from 4:30 to 6 p.m. The public is welcome to attend.

5-7:30PM Teen Night @ Golden Community Center

Golden Teen Nights is a program designed and operated by a group of Golden High School students with Golden Rotarians serving as helpers/advisors. Teen Nights is designed to give students an opportunity to interact with their peers in a setting outside of school. It is held the first Thursday of each month (excluding June and July), 5:00 to 7:30 pm at the Golden Community Center. Attractions include board games, swimming, pool, soft drinks, pizza, snacks, and just hanging out. Other organizations are often invited to attend and make presentations to the teens. The program is funded by a Thriving Community grant from the City of Golden.

The March 6, 1941 Colorado Transcript was brimming with optimism for the future. The Depression was finally easing up and we had not yet entered World War II. The previous December, President Roosevelt had announced that we would support our allies by becoming The Arsenal of Democracy.
To that end, the Federal Government was about to build an arms plant on the former Hayden Ranch, on Green Mountain. To Golden, the plant was a sure harbinger of prosperity. The plant would bring thousands of new jobs to the area, and all of those new residents would need homes. Surely, a significant number of them would want to live in Golden.

The plant was also bringing upgrades to the infrastructure. Sixth Avenue was going to be significantly widened and improved to provide access to the plant, and it would be extended to Golden. The Denver and Intermountain Railway, which had carried people and freight between Denver and Golden since the 1890s, was being upgraded and a spur being built to service the new arms plant. There was talk of a new bus line to transport plant workers.
The lead article in the March 6th edition celebrated “Busy Summer In Prospect For Local Men – Regular Pay Checks Three Times More Than WPA.” The WPA had been a great boon during the Depression–it provided jobs and paychecks that kept many families fed and housed–but the pay for those government jobs was never generous.
The Transcript article explains that WPA “common laborers” had been working 120 hours a month at 38 cents per hour, for a total of $45.60 per month. The new “common laborer” union jobs at the arms plant were going to pay 71.4 cents per hour for the first forty hours and time and a half on Sundays, which they were expected to work during construction. This meant that pay at the arms plant would be $147 per month. Skilled laborers would earn more.
The Golden Local No. 410, which was based on the second floor of the Stewart building at 10th and Washington, had been founded in 1934. Several charter members were still on the roll, and the membership was expected to swell with the new jobs on the way.

The Remington Arms Plant produced munitions throughout World War II, and afterwards that site became the Denver Federal Center.
