The Planning Department has asked MTAB to review several proposed changes to our zoning code. One topic covers regulations for drive-throughs. The proposed regulations are geared to ensure that drive-throughs do not inconvenience bicycle traffic.
They are also asking MTAB to review the proposed parking standards, which detail how much parking (if any) is required for every land use type in town. Many land uses included in the table do not currently exist in town, such as a bowling alley, indoor shooting range, or crematorium. Several of the land use types categories do not have final parking recommendations, and say "Staff is actively evaluating this standard for final recommendation"
One change would be allowing restaurants to determine required parking based on square footage, rather than number of seats. The Planning Commission discussed this issue on October 2nd: "As an example, a projected restaurant in the Clayworks project would currently require 50 spaces for 242 seats. The new method would allow them to reduce required parking spaces from 50 down to 42 for a 10,343 sq ft space. The plans for Clayworks are still subject to change and may result in an even lower parking requirement (meeting memo, p. 2, paragraph 3)."
The third topic covers temporary land uses, such as farmers markets. The focus seems to be whether and how long storage containers would be allowed to remain in place. Currently there are standards for residential areas. Staff is proposed adding standards/limits to all zones. See p. 6 of the meeting memo.

Art in the Parks
Representatives of the Public Art Commission will visit the Parks & Rec Board tonight. They will report on their plans to install up to $92,000 worth of art in Ulysses Park, which is currently being redesigned. They will also provide "general art updates," incuding plans for DeLong Park ($75,000), New Loveland Mine Park ($53,000), the triangle of City-owned land at the junction of East Street and South Golden Road ($75,000), and the Peaks to Plains Trail ($20,000). (p. 5 of the meeting packet)
Heritage Dells Park
They will review options for replacing the playground equipment at Heritage Dells Park. (p. 14 of the meeting packet)
Delay in Annexation
Staff will update them on planned delay in annexing property north of town for use as a "business park." Some portion of this land will be dedicated to parks/trails/open space. (p. 23 of the meeting packet)
Goals for 2025
Their goals for next year include continuing the pesticide-free pilot program at DeLong Park, where a group of volunteers meet weekly to pull weeds. They will also participate in developing an Open Space Master Plan. They will "Seek opportunities for engagement with south neighborhood" regarding the Bachman property. They will continue efforts "to engage youth in park and recreation activities." (p. 24 of the meeting packet)

Golden History: November 2015 Redux

9 Years Ago
- Saoirse Charis-Graves had a special guest at her Coffee with a Councilor: our new City Manager, Jason Slowinski.
- We had a City Council election, and the winners were Casey Brown and Saoirse Charis-Graves for the district jobs, and Marjorie Sloan for Mayor.
- Golden Beer Talks, then in its third year, hosted a representative from NIST in Boulder, who talked about the Atomic Clock.
- The Downtown Development Authority considered a modernist redesign of the Parfet Park bus stop.
- Golden hosted a belly dancing conference.
- A tree fell on the power lines to the M on Mount Zion, which caused the lights to burn out. The M-Blem was dark for several days, then the white bulbs were replaced by red while they waited for a shipment of new white bulbs.
- Golden High School presented The Addams Family.
- Miners Alley Playhouse opened their holiday play, A Tuna Christmas. Their Children’s Theater opened The Story of the Nutcracker.
- The merchants celebrated Small Business Saturday with an Elf contest. Shoppers were encouraged to visit Golden Businesses and post a selfie on social media. Customers who visited the most businesses were entered in a drawing for cash prizes.
- The Polar Express at the Railroad Museum, then in its second year, was already wildly popular and nearly sold out. Only single tickets were available by mid-November.
Golden History: Little Acorns

Heine Foss, Pete Coors, Bob Edwards, Cliff Evans, Bob Coomes, Joe Meyer and Mayford Peery bought a 6-pack of Coors for $400. Coors promised to autograph it, and the group planned to send it it President Carter’s brother, Billy.

The November 21, 1977 Golden Transcript gave a thorough, cheerful recap of the recent “Golden Civic Foundation-Daily Transcript Community Auction.”
Considering the swanky event that the auction has become, it’s interesting to see its humble beginnings. They held it in the vacant Hested’s store. It started at 10AM and went on “all day–” presumably until they had sold the 600 donated auction items.

They raised $20,000 that day, and Mr. and Mrs. Foss pledged to match every dollar raised. The Civic Foundation’s goal, at that time, was to benefit the Golden core area. One of their early achievements had been to acquire the property at 10th and Washington, now occupied by the Visitors Center. The property had two vacant service station buildings prior to the Civic Foundation’s purchase. They razed the buildings and landscaped the property. In later years, they helped the city acquire land for the parking lots downtown. They also helped finance redevelopment of the Mitchell School property.

Today, the Civic Foundation may be best known for their grants to Golden’s non-profit organizations. This year’s auction raised more than $280,000.
