10AM Community Marketing Board @ City Hall Council Chambers

This will be the first meeting of the new Community Marketing Board. You may recall that Council dissolved the old board and appointed a new one. The PR and advertising/analytics consultants remain. The City staff position that supported this effort has been vacant for more than a year, but they have now hired a Field Marketing Manager.

The $648,999 budget will pass to the new board. An estimated $118,976 of that amount will go to pay salary and benefits for the new City staff position. Please email visitgolden@cityofgolden.net with questions.

Today's agenda is general orientation and organization, but Councilor Rob Reed will speak to the group, and the two consultants will provide their reports. The meeting agenda is available online, and the meeting will be broadcast live at 10AM and recorded for later viewing.

Often times, especially in small to medium size businesses, we have great employees that do their job so well that we want to promote them to management positions. However, once those managers are in place, no one really teaches them how to be good leaders. Public Comment

The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Items on the Consent Agenda are considered non-controversial, not needing discussion. All items in this section will be approved with a single vote.

Any councilor wishing to discuss a consent issue can request that it be removed from the consent agenda and discussed and voted on separately.

These are the items on tonight's Consent Agenda:

  • Assigning Golden's bonding capacity to Wheat Ridge and the Foothills Regional Housing Authority, to help them build a housing project for households earning less, on average, than 60% of the area median income. Learn more.
  • Agreeing to accept $3.15 million from the CoorsTek/Clayworks development in lieu of their commitment to build workforce housing on site. The developers' original plan offered to provide on-site workforce housing at the rate of 1 unit for every 9 housing units built. This was outlined on p. 74 of the Development Plan they submitted in February of 2022.

    Planning staff suggested that, rather than build it themselves onsite, they provide money to the City for the workforce housing to be built elsewhere; the Planning Director suggested West Colfax or along the RTD bus line.

    This agreement will free CoorsTek/Clayworks of obligation to include workforce housing in their new development and it will provide funding for the City to build or buy such housing in other neighborhoods. Learn more.

Golden History: The Iron Horse Route

From 1870 until 1945, the Colorado Central Railroad (later called the Colorado & Southern) rolled along 8th Street on its journey to the mountain towns. Several Golden industries clustered along 8th Street to be near the railroad, including a paper mill, a grist mill, and brickworks. Once automobiles came along, they drove alongside the tracks.

In 1896, the passenger depot was moved from the Goosetown neighborhood (east of Ford Street) to Washington Avenue and 8th Street. When the depot was built, a 33,000 gallon water tank was added on the opposite side of 8th Street. Steam locomotives needed to refill their water tanks frequently, so the railroad took advantage of the passenger stop to tank up.

The railroad discontinued service into the mountains in 1945, so they removed all rails and equipment through Clear Creek Canyon and all the way back to Goosetown. I haven’t found a specific reference to removal of the water tank, but I assume it was taken down at roughly the same time.

8th Street has gentrified considerably over the past 75 years, but it’s fun to remember its original use as a railroad route.
