8-9AM What's Brewing Golden @ The Golden Outpost

This monthly meeting will be on the 3rd Tuesday of each month from 8:00 to 9:00 a.m., hosted by the The Golden Outpost.  Each month you will hear an update from City Council, DDA, City of Golden Police, and the Chamber, along with a business spotlight. We hope to see you there! 

This meeting is open to all businesses within the Golden area but with a focus on small businesses and restaurants within the City limits of Golden. This meeting is provided as a service by the Golden Chamber of Commerce. Chamber membership is highly encouraged but is not required to attend. Guests are welcome.

10AM Arts & Culture Commission Meeting @ Golden City Hall

This new commission is still getting up to speed. They will meeting the City's new Arts & Culture Coordinator, Alyssa Williams. They will learn about the Art in Public Places program, which dedicates 1% of construction budgets to art. As an example, we will be spending about $470K on art for the new City Hall. They will also learn about Thriving Communities Arts & Culture Grants. The 2025 budget includes $540K for Thriving Communities grants (but I'm not sure that's all earmarked for Arts & Culture).

5PM City Council Study Session @ City Hall

Tonight's Study Session begins at 5PM and ends at 6:30PM. The Councilors will then have dinner. The Business Meeting will begin at 7PM. Public comment is not allowed during the study session, though you can send written public comment ahead of time. In-person public comment must wait until the Business Meeting at 7PM.

5-5:10PM Downtown Traffic Signals
The City has replaced ten downtown traffic lights to improve intersection crossings for both cars and pedestrians. Staff will update Council on the status of the project. More.

5:10 - 5:40PM Construction Impact Mitigation Proposal
Staff will make several recommendations to lessen the effects of construction, including allowable hours, lighting, height of construction fences, required parking for construction workers, and closures to rights of way. More.

5:40 - 6:10PM Residential Sidewalk Policy Follow-Up
In early April, staff brought to council a proposal that would require new sidewalks for many home additions. This idea had several undesirable consequences, not least of which was adding substantially to the cost of home improvements. Tonight, staff will present an amended version of the proposal. This new version will reduce the number of projects requiring new sidewalks. More.

6:10 - 6:30PM Affordable Housing Grant Development Program
Staff will make several proposals to increase housing availability in Golden for low and middle income families. "Low income" is defined as up to 100% of the area median income "Middle income" is up to 120% of the area median income. More.

A Housing Trust Fund will be available to help fund new housing or preserve existing housing.

A Cash in Lieu Program will allow developers to contribute money rather than incorporating housing into their own developments. As an example, the new CoorsTek/Clayworks developers originally planned to include affordable housing as part of their project. The City's Planning Department urged them to provide cash in lieu instead, to fund more affordable housing in the Central Neighborhoods and on West Colfax.

Staff recommends that that City Manager be given the authority to approve housing grants up to $179,478 (subject to CPI adjustments) without bringing them to City Council or the public hearing process.

Public Comment

The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote.

Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately.

These are the items on the Consent Agenda:

  • First reading of Ordinance 2269 with second reading and public hearing on July 22nd. This item would approve vacating a right-of-way at 211 Lookout View Drive. This is a spot where the street cuts into a front yard, a remnant from the time when the street dead-ended at that spot and needed a turn-around area. The street now goes through, so the turn-around spot is no longer needed. See it on an aerial view.
  • Intergovernmental Agreement with Jeffco Schools to provide School Resource Officers (SROs) to Golden High School and Bell Middle School. The school district pays 50% of the officers' salaries. The agreement had to be amended to account for the new four-day work weeks for Golden police. SROs will work 5 days a week when the schools are in session. The also added regulations pertaining to SROs obtaining access to confidential information regarding students.
  • A vacancy has arisen on the new Arts & Culture board. Pariss Hazelman will be appointed to fill the vacancy.

4th of July - Independence Day

Resolution

Permit parking will be extended to 8th Street. As 9th Street and now 10th Street have moved to permit parking, the residents of 8th Street have found that drivers now come to 8th Street in search of a free and kiosk-free place to park. This resolution will extend permit parking to 8th Street.

Council will go into Executive Session (which means no public, no cameras) to discuss "property on 24th Street southwest of Delong Park." This property was on last week's Consent Agenda but was not allowed to slide through. The City accidentally built a sidewalk through a homeowner's yard. Staff proposed buying the piece of property for $80,000. The homeowner wanted to build a privacy fence to shield his windows and yard from the new pedestrian traffic, so staff recommended an additional $7,000 to pay for a fence. Council was divided on this proposal. Don Cameron was concerned that the new fence would become a target for graffiti. Rob Reed was concerned that the agreement would impinge on the City's rights to the adjacent Welch Ditch. Patti Evans felt that the offense was grievous and the City should make amends without further delay.

Somewhere beneath the hoof prints of bison, the nests of the piping plover, and the burrows of the black-footed ferret, are the tools and campfires of earlier peoples. These wild animals and their habitats are protected on our National Wildlife Refuges – a system of public lands that also offers a rare opportunity to preserve archaeological sites and historic places (and the occasional dinosaur). The eight states that comprise the Mountain – Prairie Region of the U.S. Fish and Wildlife Service’s National Wildlife Refuge system extend from the Canadian border to the desert southwest. The cultural resources of the region span over 12,000 years from PaleoIndian camp sites to Depression-era fire towers and Cold War remnants. These paleontological remains, archaeological sites, and historic structures on the Refuges are a diverse and wonderful heritage and provide some unique challenges for interpretation and preservation.

Meg Van Ness, a longtime Golden resident, has been an archaeologist for over 50 years with most of the time spent in the middle of the continent: the Midwest, Northern Plains, Rocky Mountains, and Southwest. Learn more....

Golden History: The Migratory Post Office

85 Years Ago
The cornerstone was laid for our downtown post office on June 17, 1940. Many residents joined in the celebration and the downtown businesses closed for the event. Opening of this building ended 80 years of a migratory existence.

The second home for Golden's Post Office (1873-1884) was the Everett building, at the corner of 12th and Washington.

Home #6 - 12th and Jackson.
In 1938, Golden requested appropriation for a dedicated (stand-alone) post office, citing crowded condition in its Armory location. The request was successful. The site at 12th and Jackson was selected based on its proximity to Coors and visibility from both Ford and Jackson. The new elementary school, which also received substantial federal funding, had recently opened on the other side of 12th Street. Together, these two new public buildings resulted in revitalization of what had been a declining part of town.

Would-have-been-Home #7 - 17th and Jackson
Golden outgrew the "new" (1941) post office almost immediately, and construction on a new one began in the mid-1960s. The new building was being built on the lot across from Safeway, now an apartment building for School of Mines students. The building collapsed on September 4, 1969, injuring 4 workers and killing one. Some remnants of the building remained there until the site was cleared for the current project.

Home #7 - 1100 Johnson Road (map)
The new and bigger Golden Post Office on Johnson Road opened in 1998. A few years later, the U.S. Postal service considered selling the downtown office as they deemed it surplus. The Golden community objected, the Postal Service backed off, and we currently have two Golden Post Offices!
