Public Comment

The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote.

Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately.

These are the items on the Consent Agenda:

Resolution 3166 Community Solar Garden Partner
The City has wanted to build a community solar garden (a shared array of solar panels) for several years. Last year, they went through a competitive process to win Xcel's approval on such a project. They did not win. This year, Xcel has eliminated the competitive process and made the program available to any who qualify. The firm that partnered with Golden on the competitive process has declined further involvement. This resolution will allow McKinstry Inc. to take their place as the City's solar project developer.

Resolution 3173 Sustainability Rebates
This resolution will approve a range of rebates for energy and water efficiency upgrades. Some are available only to low-income households.

Resolution 3177 Building Maintenance
This will extend the contract to provide custodial services to City facilities for a cost not exceeding $383,824.

Resolution 3179
City Council has had a “Justice, Equity, Diversity, and Inclusion (“JEDI”) Subcommittee” since 2020. Two Councilors have served on that subcommittee. This resolution will eliminate the JEDI subcommittee and instead appoint a Councilor (Don Cameron) to serve on the REDI Task Force. REDI meetings are recorded and posted on the City's agenda page. Ordinance 2265 First Reading - Election Code Updates
This ordinance makes several changes to our election laws & procedures. These changes were reviewed at the February 11th study session. They will discuss and vote on it at the March 25th meeting.

Mayors Appointments
The Mayor will assign councilors to serve on various regional and Golden boards, commissions, committees, task forces, and subcommittees.

2025 Creek Management

A staff memo summarizes steps the City has taken to control the summer crowds along Clear Creek. This year, they plan to increase staff to enforce rules along the creek corridor. They will continue water sampling to access the impacts on aquatic life. They will continue using cameras, RFID tags, and "AI tools" to monitor people using the creek. They will expand efforts to make creek information available in Spanish as well as English. They will add a lost and found at Vanover Park on weekends and holidays. They will continue working with the third party parking company to write tickets. They will encourage more people to use the shuttles and increase shuttle coverage during peak times. Learn more.

Redistricting

The yellow triangles show which households will be transferred from Ward 3 voters will be transferred to Ward 4. The map on the left shows staff's initial suggestion and the map on the right shows the current proposal. enlarge

In order to keep the ward populations approximately equal, staff is recommending that 201 Ward 3 voters (currently represented by Don Cameron) be transferred to Ward 4 (currently represented by Bill Fisher). This is a different change than the one Council discussed at their February 11th study session. At that time, they were suggesting that 601 voters be moved. Per suggestions by Councilors Cameron and Fisher, a different group of voters will be transferred.

Tonight is the first reading of the ordinance. There will be a public hearing and a vote at the March 25th City Council meeting. Learn more.

Strategic Action Plan

This resolution lists the projects that Council intends to complete this year. Much time and money will be spent on the new city hall and the Clear Creek corridor this year.

Executive Session

Last year, the state passed some heavy-handed new land use and housing laws, designed to ease the demand for housing. Several of the new laws tread on local control. Some cities are resisting the new laws. Council will receive advice from their attorneys regarding 2024 state housing and land use legislation.

The public is not permitted to watch executive sessions.

Meeting on Tuesday evenings 5:30 p.m. to 7:30 p.m., our group of artists takes on advanced explorations in the elements of art, with an emphasis on refining skills, building on strengths, and supporting areas for improvement. Experienced artists working in any medium, including drawing mediums, are welcome as we meet and support one another in a spirit of fellowship with the intent of finding and/or enhancing our own personal voice.

Golden History: Wartime Ads

82 Years Ago
The March 4, 1943 Colorado Transcript shows Golden’s thorough focus on the war. The home page includes articles about ration books and the Red Cross Drive for the 1943 War Fund. A Mayor’s Proclamation is reprinted, proclaiming March as Red Cross Month.

The Avenue Flashes column focuses on all the women working along Washington Avenue “in all departments from owners, operators, managers, assistants, advisors, clerks, secretaries, messengers, delivery girls, and patrons.” (The feminist message is spoiled a bit by referring to Washington Avenue as “Petticoat Lane.”)

Several articles name local men who are entering the service, while others urge people to send cards and letters to boys in service. The editorial page praises “pensioners” who have given up their pensions to become defense workers at the arms plant.

Many of the advertisements manage to include references to the war, from the Linder Hardware Ad touting Pyrex to “make your wartime meals the best you’ve ever tasted,” to Public Service Company, which encourages consumers to get natural gas to help the war production effort. Grocery store ads are all about using ration coupons.
