7:30AM RESCHEDULED Citizens Budget Advisory Committee Meeting @ City Hall Council Chambers

The Finance Director will review the Sales, Use, Lodging, and Marijuana tax reports for the month of July. Local sales tax receipts are down slightly, while outside sales tax (Amazon, for example) is up significantly. The long (and always interesting) report begins on p. 4 of the meeting packet.

The Committee will review the 2026 Draft Operating and Capital Improvement Plan Budget (begins on p. 21). Should be an interesting discussion, as there are some negative numbers in outlying years.

They will hear from the Parks Director and the two Parks Deputy Directors regarding current and upcoming projects.

Last Night's Council Meeting


Correction:
My preview of last night's City Council meeting included a consent item regarding parking permits on 8th Street. I said they were approving the permit system. They actually approved the permits a few months ago. Last night's item approved a contract amendment with the parking management company. The City is guaranteed $250K as a base of their parking revenue. After that, they get a percentage of the take. In adding 8th Street to the parking management company's responsibilities, the City agreed to forego 2% of the revenue. They estimated that to equal about $12,000/year. Addition:
There was also a late-breaking change to the agenda: they added an Executive Session (no public, no cameras) to hear legal advice regarding the $23.8 million Federal grant for flood mitigation along Lena Gulch.

When they emerged from the session, Anne Beierle, the Director of Public Works, summarized that the contract was revised after the election to say that acceptance of the funds meant that the City would cooperate and not hinder Federal immigration enforcement. That clause is being litigated and is currently not enforceable. You can watch this discussion starting at 1 hour, 24 minutes.

6-8:30PM Community Sustainability Advisory Board Meeting @ City Hall Council Chambers

CSAP will review The Roadmap to Zero Emissions New Construction, which is a cohort that includes several communities in the metro region. They will consider whether Golden should join and make a recommendation to City Council based on their conclusion. (p. 6 of the meeting packet)

Staff will describe several state grants that are available for upcoming projects.

They will review the metrics for the Community Cleanup Days weekend.

A Lot of Dirt Being Moved on South Golden Road

Pat Klein has captured some interesting photos of the big new project on South Golden Road (map). According to the developer's website,

The development approvals include 285 apartment units in two mixed-use buildings and 68 townhomes. There will also be 20,000 sf of retail space in the mixed-use buildings fronting South Golden Rd and an extensive mix of public and private amenities (pool, fitness, co-working, green space, and gathering areas).

GW Apartments
Pat sent similar photos in 2022, when the GW Apartments (map) were under construction. According to apartments.com, this building includes 86 units, with rents currently ranging from $2395 to $5936 per month.

Not-the-GLO Park

The next potential development is a parcel of land that had been called the GLO Park. A year ago, the plan was develop the area (which is next to the National Renewable Energy Lab) for energy-related labs and businesses. The state is now soliciting information from developers to build an 8-story apartment building on that land. Learn more.

Golden History: Vicissitudes of the Past

100 Years Ago
Mayor A. E. Jones wrote a weekly column in the Transcript for many years, appropriately called "The Mayor's Own Column." In it, he gave us a sort of stream-of-consciousness report of the things occupying his mind: how to get rid of weeds when the City was out of budget; how to thaw the frozen water pipes that were threatening the City's water supply; how to discourage kids from tipping over outhouses at Halloween.

The September 24, 1925 column expressed his pleasure that the phone company planned to build a new office and upgrade their equipment so that Golden people no longer needed to crank their phones to reach the operator.

I am...pleased to learn that the company will change over from the old style ringing system to the modern common battery system, which will eliminate the old hand ringing phones.

I've seen people crank their phones in old movies, but had never considered why they were doing that. They were creating an electrical charge to signal the operator that they needed attention. The next generation of telephones & switches had batteries, so the line was charged all the time. As soon as the caller picked up the phone, the operator would respond.

This may seem like a small change, but it was yet another point of civic pride for Golden's mayor. He imagined how embarrassing it would be to have a visitor from Denver trying to use one of our phones and not realizing that Golden's phones still required cranking!

The mayor had an active imagination and could think up all sorts of scenarios.

How many times have you rushed to the phone in the dark, turned the crank and in so doing dropped the receiver; and by the time you got a grip on the receiver and placed it to your ear perhaps Central had answered in the meantime, and, hearing your line of cuss words as a penalty took her time in giving you service?

A Year Later
Mayor Jones was having a few second thoughts the following July, after the new phones had been installed.

Oh well yes, I do like the new phone system. Sure, it's an improvement over the old. But at the same time I miss the old calling crank. It was handy when I wished to give vent to my temper. Now the telephone ways are working so smoothly I guess I will have to take out my spite on the Ford starter crank. By the way, you who said you didn't much care for the appearance of the new phone building will soon have to do extra grazing to locate it, due to the crop of the neighbors' weeds.
