Comprehensive Plan

Planning Commission is being asked to approve a new version of the Comprehensive Plan ("the Comp Plan"). The Comp Plan is treated by staff and council as the expressed will of the people and is used as the basis for policy decisions.

The 2011 Comp Plan was written based on an extensive public input process. It included several goals which have been largely dropped or degraded in this version, such as "Safe, clean and quiet neighborhoods."

In 2017, the Plan was changed to say that 45% of Golden's housing should be affordable to low, moderate, and median income households.

This 2026 version emphasizes increasing density and fitting more people in the City's limited space. It states that most new development will be multi-family housing rather than single family homes. It emphasizes use of transportation demand management plans as a way to provide less parking. It focuses on adding affordable housing developments.

This new Comp Plan also includes a new section on "Regional Partnerships." This is primarily focused on the School of Mines, which has shown dramatic growth over the past few years. This is always a matter of concern to the City, since they have little or no control over what and where the School decides to build. This section mentions the City's desire to have more input into future campus expansion plans.

Planning Staff has held several public meetings to take public input, but they emphasize that comments they received at those events were not necessarily representative of the public's desires. The Planning Commission is being asked to approve the plan tonight and it will go to Council for approval in April.

Changes to 817 16th Street and 821 16th Street
