Pp 11-36 of the meeting packet
The Commission will consider a request for Major Adjustment for reduction in garage setback and recess from the primary building wall for a garage door at 600 Boyd Street (map). This a single-story ranch-style house with an attached one-car garage. The owners would like to add a second bay to their garage, next to the existing garage.
The new zoning code requires that a garage be set back 6 feet from the house. The current garage is grandfathered in, but this addition to the garage would trigger the 6-foot setback requirement. The Planning Commission has discretion to approve this "major adjustment" if there are practical difficulties that prohibit other solutions. The owner says the backyard is too steep to allow the proposed garage to be pushed in that direction (so the steep yard is the practical difficulty). Several neighbors sent notes in support of the addition.
Staff recommends that the Commission deny this request.

Pp 37-89 of the meeting packet
The second case involves 705 1st St. (map). Here, the owners would like to add on to their 912 sq. ft. house. The addition would bring the house to 1,820 sq.ft.
I was confused about the staff response to this one. Page 55 of the meeting packet says:
The Director has determined the major adjustment to reduce the number of articulations does not meet the requirements based on Enhance Compatibility and recommends denial of the Major Adjustment.
It then says:
STAFF’S RECOMMENDED MOTION: “I move to APPROVE the major adjustment requested in Case No. PC25-20, regarding a decrease in the minimum articulations, having met the criterion set forth in section 18.29.07.001.4.b of the Zoning Code have been satisfied based on the evidence presented to the Planning Commission at the hearing on this case.”
