5PM Study Session
- A member of the planning staff will brief Council on the development-to-be at the north end of town. This vacant land, called The Junction, was recently annexed into town. A blight study has been conducted, and the area was declared blighted. This makes it eligible for urban renewal, so it will become one of GURA's Urban Renewal areas. The next step is to set up a special taxing district, so future occupants will be taxed to cover the costs of installing infrastructure--water, sewer, power, roads, etc. City Council will need to agree to the plan, and an IGA between the City and the new district will be required. They will have an Executive Session after tonight's Council meeting to discuss the plan. Learn more.
- The second study session topic is Economic Development. The Planning Director and the new Econcomic Development manager will describe how GURA, the DDA, and Economic Development all contribute to the City's economy. Learn more.
- The Finance Director will have an early-stage discussion with Council to start framing next year's budget. Learn more.

Public Comment
The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Council will hear the results of a survey to determine availability of pre-K childcare in Golden. Learn more.
Consent Matters
Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote.
Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately.
These are the items on the Consent Agenda:
- They will amend the composition of the GURA board. This is required by the state in order to allow them to create new urban renewal areas. The state did this so that taxing entities that would potentially lose tax revenue for 25 years (such as the schools & libraries) have a seat at the table. There are two new areas coming: one is the Nazarene Church affordable housing development and the other is the Junction at the north end of town, which will be commercial and light industrial. - They will allocate an additional $184,144 for affordable housing, $154K to fiber modifications and $403,768 for fiber infrastructure (first reading). Learn more.
- They will approve a contract not to exceed $334,618 for park planning work near the new City Hall. The DDA will contribute an addition $275K for this work. Learn more.
- They will approve a $100K amendment to a contract with Kelley Contracting for asphalt recycling. Learn more.
- They will approve a contract amendment of $1,094,705.41 with Martin Marietta Materials for street construction. Learn more.
Proclamation
They will read a proclamation declaring June 16th as "Golden Day."
Other Business
- They will take on $9,400,000 in debt to finance a new irrigation system at the golf course. The maximum repayment will be $12,200,000. Learn more.
- They will approve a $6,100,000 contract for a new pump station for the golf course. Learn more.
- They will vote to establish permit parking on Water Street. Learn more.
- They will approve a new contract for residential trash and recycling collection. Learn more.
