Public Comment:
The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).
Consent Matters:
Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote. Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately. These are the items on the Consent Agenda:
- Renewing a contract for human resources software "not to exceed $120,480" Learn more.
- Changing the rules for Boards and Commissions so that they can have a quorum with a majority of seated members. Learn more.

Public Hearing Regarding the GURA Board:
The City plans to increase the number of urban renewal areas in town. By state law, in order to do so, they need to allow other taxing entities that would lose tax base to the new area to have a seat on the board. This can include the county, the school district, and special districts. The size of the GURA board will be increased from 7 members to 13. Learn more.
Public Hearing Regarding Additional Budget Appropriations:

Resolution to Provide Economic Incentive Funding to Most Recent Low-Income Housing in the East Street Neighborhood
The new owners of 2401 East Street (map) received a grant and a loan to purchase the property in exchange for making the rent affordable for 10 years. The City's GURA staff recommended that they also request Economic Incentive funds from the City. The owner pledges to price the units for 60% AMI (area median income).
Concentrating Low-Income Housing
The City has made it a practice to concentrate its lowest-income housing in the East Street Neighborhood. This latest addition makes four low-income projects within a 2-block radius. "Low income" for housing projects means 60% or below of AMI. For one person, that equates to $58,860 or below.
By contrast, the new downtown housing project, Calvary Flats, is priced for median income households. For one person, that would be $98,000; for a household of four it would be $140,000.
