6:30PM Planning Commission @ City Hall

Single story 919 5th Street with its 3 story neighbor


The owner of 919 5th St (map) is requesting approval to build an extra-tall fence. The one-story home was built in 1950. A three-story duplex was built next door in 2021 and the HVAC unit for the new structure is located next to the older home. Current zoning code restricts fence height to 6 feet. The owner of 919 5th wants to build a 6 foot fence with an additional 2 feet of lattice at the top. This would provide some privacy and some noise abatement from the HVAC unit. The owner of 1121 6th St. (map), a single story home built in 1938, is requesting approval to build 5 additional dwelling units (two duplexes and one single) in the side and back yards, for a total of 6 dwelling units. Each dwelling unit will have four bedrooms and one parking space. Learn more beginning on p. 19 of the meeting packet.

Staff is requesting Planning Commission approval for several changes to our zoning code. They propose to eliminate newspaper notices for special use permits, vacation of streets, alleys, or other public ways, and community landmark designation. (Begins on p. 97 of the meeting packet.)

The Commission will also be asked to review and approve the new procedures to expedite development of Affordable Housing projects in Golden. (Begins on p. 114 of the meeting packet--search for "123 Affordable" to find applicable references.)

Golden History: Jimmy and SERI

The October 24, 1977 Golden Transcript covered a visit by President Jimmy Carter. The President was in town to attend a Western Water Conference, but the Transcript focused on the topic of most importance to Golden: SERI.

Congress had considered 19 locations before choosing South Table Mountain as the site for the Solar Energy Research Institute (SERI). Rep. Paul Tsongas of Massachusetts was reportedly trying to undermine that choice, meeting with Department of Energy people to engineer ways to decentralize the work.

Rep. Tim Wirth rode with Carter from Stapleton Airport to the conference in downtown Denver. Carter told Wirth he was “pleased” that the Institute would be located in Golden.

“That’s all I wanted to hear from him,” Wirth told the Transcript Monday. “I feel good about SERI staying in Golden,” he said.

At that time, SERI had offices in Denver West and about 50 employees. “Plans call for eventual use of 345 acres on top of South Table Mountain.”

SERI was established during the Gerald Ford administration, located in Golden during Jimmy Carter’s time in office, and was designated a national laboratory by George Bush (the first) on September 16, 1991. According to the National Renewable Energy Laboratory (NREL) website, they now employ “3,675 employees, postdoctoral researchers, interns, visiting professionals, and subcontractors”

The U.S. Department of Energy’s (DOE’s) National Renewable Energy Laboratory (NREL) broke ground today on its new Energy Materials and Processing at Scale (EMAPS) facility on the east side of its South Table Mountain Campus in Golden, Colorado.
