5PM City Council Study Session: MJ and a $65 Million Building

$59-65 Million City Hall


Public comment is not allowed during City Council Study sessions. Decisions are made by showing thumbs-up or thumbs-down, without taking formal votes.

5-5:15PM Council will discuss allowable signage for marijuana stores.

5:15-6PM Council will discuss how they would fund a new City Hall.
The retired Planning Director/current Special Assistant to the City Manager will recommend that the City incur $59-65 million in debt to build a new City Hall on the spot where they demolished the Coors headquarters building.

The meeting memo says that City Council "indicated support" for the plan during their February 13th study session. Taking approval as a given, the memo goes on to recommend that the City pay for the new building with Certificates of Participation--a form of debt that does not require approval by the citizens.

The memo states that "projects that are for government operations would generally fall under the decision-making umbrella of the elected officials and the use of COPs, while projects for amenities that benefit the general public may be more appropriate for a general election where the public decides if they want the project and are willing to approve the debt to finance it."

A previous memo explained that projects that lack public appeal should not go to the voters, because they might say no.

Comments

On Mondays, the City posts comments sent to Council's original email address, councilcomments@cityofgolden.net. Lon Strong's email provided his set of reasons not to build a new City Hall at this time. It was very thorough, and well thought out. You can read his email here.

Comments sent to Council's newer email address, publiccomment@cityofgolden.net, will be posted inside tonight's meeting packet after 3PM today. You can check this link after 3PM. Look under PUBLIC COMMENT.

Finally, here are a few of the comments that people have sent to me:

  • I am disgusted by the attitude that a new City Hall is a done deal.
  • I don't think I've read one person in support of the City Hall yet they say it's just happening.
  • I'm not necessarily opposed to it but what are we trading off since the City seems to suddenly think they're flush with money....
  • Sure seems pointless to have a city council. No such thing as representing the people.
  • It would be nice to talk about the city hall with residents. I am still flabbergasted that they made a $65M decision with a thumbs-up, thumbs-down way in a rush because they had another topic to discuss.
  • It astounds me the lack of transparency and the continued resistance to have public comment on this matter.

The business meeting will begin with Public Comment. If you wish to address council, be there by 6:30. You will have 3 minutes to speak. Alternatively, you can send email to publiccomment@cityofgolden.net before 3PM.

The winners of the 2024 Sustainability Awards will be announced at the meeting.

Public Hearings
There will be two public hearings regarding the former Bachman property (now called the South Neighborhoods Property Annexation). The first hearing regards annexing the property into the City. The second hearing establishes the initial zoning for the property, which will be CO (Conservation).

Golden History: Fatal Accident for Captain Berthoud

Edward Berthoud, Soldier, Engineer, Scientist (1828-1908)

The April 9, 1908 Colorado Transcript announced that Edward Berthoud had been seriously injured in a fall at his residence. Berthoud was one of Golden’s most remarkable and accomplished citizens. He came to Golden before the Civil War, then served with Union forces during the War. In the years that followed, he surveyed many of the early railroads in Colorado, including the Colorado Central that served Golden. He helped found the Colorado School of Mines and was the School’s first civil engineering and geology professor.

In 1884, Berthoud purchased the former Overland Hotel on Washington Avenue.  He kept his office on the second floor of the building, and rented out store spaces on the street level.  After his wife's death in 1887, he used the second floor as his place of residence and lived there alone for twenty years.

In April, 1908, he fell down the stairs while holding a lighted lamp.  The building caught fire and Berthoud lay unconscious at the foot of the stairs.

Passers-by saw a flickering light in the building, and unable to arouse the captain, whom they supposed to be up stairs asleep, they broke open the door, finding the aged engineer lying unconscious in a pool of blood and flames rapidly gaining headway a short distance above him. The fire was extinguished in short order and the injured man was removed to an adjoining building, where Dr. Kelly dressed his wounds. It was found that he was suffering from concussion of the brain, a terrible wound on his head, a broken nose, a badly contused leg and numerous other severe bruises. Five stitches were taken in his head and three in his nose.

Berthoud never recovered from his injuries. He died two months later and is buried in the Golden cemetery. Berthoud Pass, the town of Berthoud (map), and Berthoud Hall on the School of Mines Campus are all named after him.
