7PM City Council Business Meeting @ City Hall

Most of tonight's business appears on the "Consent Agenda," which means the topics will not be discussed unless one or more of the Councilors requests discussion.

Public Comment
There are no public hearings tonight. If you want to comment on any topic you must do it by email (PublicComment@cityofgolden.net) or at the beginning of the meeting.

Consent Matters

  • Council will renew the agreement with Street Media to install and maintain bus shelters and benches. The company sells advertising on the shelters and benches and the city receives a small portion of the revenue ($5,000-$8,700 in recent years). Learn more.
  • Council will approve a contract not to exceed $177K to make changes in the right of way adjacent to the Astor House. Learn more. The changes were detailed in a memo dated January 27, 2023.
  • They will hold the first reading of a major amendment to a PUD, with the public hearing to be held on October 8th. This concerns the property adjacent to the Old Miner Inn (west of Hwy 6 and south of Clear Creek). The owners hope to amend the PUD to allow duplex and row housing instead of the multifamily housing originally planned. Learn more.
  • They will hold the first reading regarding a street vacation (Arapahoe Street), with the public hearing to be held on October 8th. The right of way to be vacated is theoretical, and not currently built as a street. The land would be used as part of the affordable housing project slated to be built at 817 Arapahoe Street. Proclamations

Resolution No. 3119

Council will pass a resolution "expressing support for the Jefferson County Ballot Measure 1A to allow Jefferson County to retain and spend revenues in excess of limitations imposed by the Colorado Constitution without increasing taxes."


5PM City Council Study Session @ City Hall


Arts & Culture Subcommittee (meeting memo on this topic)
City Council plans to set up a new board next year: the Arts & Culture Commission. This will replace the current Public Arts Commission and will have a larger scope:

  • Dispersing a $350,000 annual fund to Golden cultural organizations
  • Staff proposes a tiered system, where certain organizations are eligible for larger grants: "Tiers will be determined based on size of the organization, attendance numbers, budget size, and historical impact to the community."
  • Ensuring that arts & culture in Golden aligns with City priorities
  • Ensuring best practices for museums, public art, and cultural organizations in Golden
  • Overseeing the public art collection
  • Advising the History Museum

Staff recommends a nine member commission. Up to four of those members would not need to be Golden residents "but can demonstrate affiliation with arts and culture and some vested interest in the City of Golden."

Council Communications (meeting memo on this topic)
Staff has several recommendations to try to improve and streamline the various emails and channels of communication that have evolved over the years:

Staff is recommending that comments sent to publiccomments@cityofgolden.net and councilcomments@cityofgolden.net be published automatically at a certain cutoff time. At present, staff needs to manually compile the comments and post them.

Downtown Mobility Strategy (meeting memo on this topic)
Staff proposes eliminating 51 parking spaces in the Jackson Street corridor (p. 2 of the memo) to build wider sidewalks and allow space for public seating and art.

The memo links to the West Neighborhood Plan, passed in 2020, which recommended significant reduction in parking on Arapahoe Street (diagram on p. 34 of the plan).

The memo discusses the city's policies and practices regarding buskers and petitioners downtown (p. 5 of the memo).

The memo anticipates redevelopment of the Wells Fargo and Safeway properties (p. 2 of the memo).

Council will break for dinner at the conclusion of the study session. The business meeting will begin at approximately 7PM.

Golden History: Miner Mischief

93 Years Ago
The September 24, 1931 Colorado Transcript described a series of raids conducted by students of football rivals Denver University and the Colorado School of Mines.

The fray began on a Friday, when an airplane passed over Golden and dropped postcards saying “To Hell With Mines” on a Mines military formation. That evening, a statue on the D.U. campus received a coat of paint. This may have been done by Mines students, “but the action was disavowed by President M. F. Coolbaugh and Student President Arthur Bennet.”

Tuesday morning, a raiding party attempted to blow up the M on Mt. Zion. The explosion awakened townspeople, but did little damage to the M.

Tuesday night, more dynamite was set off near the Mines campus. This might have been done by D.U. students, or could have been Mines students trying to incriminate the other school.

That same night, the county sheriff’s department found 11 sticks of dynamite and 50 feet of fuse–which had burned, but failed to set off the dynamite–near the M. Mines students tried to catch the culprits by barricading local highways, which just got them in trouble with the Sheriff.

At that point, both schools were under threat from the Rocky Mountain Conference, saying their upcoming game would be cancelled if they didn’t knock it off.

The next week’s Transcript (10/1/1931) stated that all previous attendance records were broken at the Mines-DU game. Sadly, Mines lost, 26-0.
