7:30AM Citizens Budget Advisory Board @ City Hall

The Finance Director will review the April sales, use, and lodging tax revenue. The group will hear about the successes and foibles of the new parking system. Staff will also update them on planned traffic changes. The meeting packet doesn't preview the intended topics, but City Council approved payment on an upgrade to the downtown traffic signals last night, so perhaps that's the focus. They plan to spend 20 minutes on Clear Creek Management.

The committee will discuss whether they should allow remote attendance for their meetings. Other City Boards and Commissions allow this, and of course CBAC operated this way during the COVID shut-down. They will decide whether to permit members to participate remotely.

Staff will update the group on various City-related topics.

Watch the meeting on this page (starting at 7:30AM).

Attend in person at City Hall.

Our programs are thoughtfully tailored to the unique interests and abilities of each participant.

Downtown Trash and Recycling Bins - Google Street Images

Council recently approved CSAB's proposal to change our buildings codes to emphasize "electric preferred" approaches, so staff will discuss next steps for drafting the new codes.

The Board will review a final report produced for the City by the National Renewable Energy Laboratory (which starts on p. 9 of the meeting packet), recent natural gas consumption data, a preliminary version of a software to track municipal energy use and potential new municipal solar projects for 2025.

Thusfar, the City has not required businesses and multi-family homes to use the same curbside recycling/composting service that single family homes use (though many recycle voluntarily). This has been high on CSAB's priority list, so staff is planning an information-gathering campaign this summer to find out what those locations would need and want. The goal is to get businesses and apartment buildings to begin recycling and composting. Staff is evaluating the option of providing daily pickup in the downtown business district. That might eliminate the need for dumpsters.

Golden History: How the Guy Hill School Got Here

Guy Hill School being moved down the Canyon – Golden Transcript – June 26, 1975 – enlarge

The June 26, 1975 Golden Transcript described the Guy Hill School’s journey from Golden Gate Canyon to the 12th Street grounds of Mitchell Elementary.

The school had served the Guy Hill District for many decades, but was no longer used. The owners agreed to give it to Mitchell Elementary. Many groups and citizens were involved in the project, but Mitchell Elementary students led the effort and raised $2,000 to make it happen. The Marine Corps Reserve pitched it and Wharton Construction Company donated the use of a crane.

The 100 year old building was separated into two pieces (the entryway and the main schoolroom) for the move and then loaded on a flatbed truck. According to the Transcript, “A parade of cars filled with students, U.S. Marines and parents from the Mitchell Elementary School PTA followed the Guy Hill school through Golden Gate Canyon.”

The project was devised to celebrate Colorado’s centennial and the U.S. bicentennial in 1976. The schoolhouse was restored and sat on Mitchell School grounds. It was frequently used to give students the one room school house experience.

When the original Mitchell School on 12th Street was demolished, the Guy Hill School building was moved to the newly-forming Clear Creek History Park. There, it is used for summer camps and History Park events.

Thanks to the Golden History Museum for providing the online cache of historic Transcripts, and to the Golden Transcript for documenting our history since 1866!
