5PM City Council Study Session @ City Hall

Tonight's Study Session Topics:

5-5:30PM Community Marketing Committee
The Community Marketing Committee was established in 2000. Prior to that time, merchants received a 2.5% credit on their sales tax submissions. The merchants agreed to contribute that 2.5% to a marketing fund. This constitutes a significant budget--over $600,000 this year.

The City's full-time marketing manager, who was responsible for running the Visit Golden program, left a year ago. The job has been vacant since that time. The merchants have not been happy with the City's management of the marketing program, which they have found expensive, cumbersome, and lacking in local knowledge and involvement. They proposed spinning off the program to be a separate non-profit entity. They wanted to hire their own marketing manager--someone who lived in (or near) Golden and spent time talking to the business owners.

City Council discussed the merchants' proposal at their January 14th study session and rejected it. Instead, they plan to dissolve the current board and appoint a new one. City staff will post the marketing manager job soon. The job description is included in the meeting memo. Council will review staff's proposed board structure and the job description tonight.

5:30-6PM City Council Rules of Procedure
Council will review and discuss a number of changes to their rules of procedure. Many of the proposed changes pertain to Councilors' use of social media.

One interesting inclusion relates to public comment. Many members of the public have noticed that Council members no longer reply to public comment (other than a polite thank you). This segment of the new rules of procedure may explain this change:

Acknowledge that new topics raised during a meeting by a member of the public, the council or board may not have the benefit of all of the necessary background information, may not be presented from a balanced perspective, and decisions in such situations are more often emotionally driven. Councilors may wish to consider using the Councilor New Business Proposal to address new topics raised during a Meeting.

Dinner Break
Council will break for dinner at the conclusion of the study session. The business meeting will begin at 6:30PM.

6:30PM City Council Business Meeting @ City Hall

Public Comment

The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote.

Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately.

These are the items on the Consent Agenda:

Procurement Cards: Council will authorize the City Manager to enter an agreement with JP Morgan Chase Bank to provide procurement cards for City Staff. These function similarly to credit cards and allow staff to make purchases.

Change Order #3 for the New City Hall:
The new City Hall will be built with "mass timber" framing rather than traditional steel framing. They had planned to work with a Canadian company to procure the timber, but the recent tariffs have made them less desirable than an American company. This change order will allow the city to make a deposit of $271,635.29 for the timber. The meeting memo states that this, in addition to the two change orders approved last month, bring the current pre-construction activities to $634,375,32.

Proclamations

Public Hearing

Rule of Procedure for Boards and Commissions
They will adopt a set of uniform rules and procedures to be used by all of the Council-appointed boards and commissions. This change includes a public hearing, so the public is welcome to submit comments at the meeting.

Resolution to adopt the new Rules of Procedure for Boards and Commissions.

Golden History: In Honor of Spring, a Paean to Fertilizer

Bone Fertilizer Works (circled) from the 1882 Birdseye Map of Golden. This plant was located at the west end of 9th Street, approximately where the Community Center is now.

I’ve always been intrigued by this item in an 1882 map of Golden. What is a “Bone Fertilizer Works?” Bone meal? I haven’t found much enlightenment in the old Transcripts. For a few weeks in 1884, the company ran an advertisement saying,

Golden Fertilizer Works.

Have on hand for sale: Pure bone manures, pure bone ash, pure ground bone; also decomposed meat and bone for fruit trees, grape vines and truck farming; acid salts for thoroughly rotting barn yard manure. Material furnished farmers for making their own artificial manurers. Pure ground plaster for grass, alfalfa, etc., etc. The prices of the above articles have been greatly reduced. Satisfactory terms given to responsible farmers.

If that appetizing description doesn’t make you want to get out and amend your soil, I don’t know what will.

Colorado’s outdoor businesses buckling in Trump trade war, closing up shop and laying off long-time workers

By Jason Blevins
Colorado Sun

Since 2012 Lane Willson’s bikepacking business in Salida has handcrafted some of the best bike bags in cycling. Last week she had 16 workers — she calls them “stitch witches” working 20 machines — in downtown Salida, churning out all sorts of Oveja Negra frame bags and backpacks for long-haul cyclists...
