Public Hearing Regarding the GURA Board:
The City plans to increase the number of urban renewal areas in town. By state law, in order to do so, they need to allow other taxing entities that would lose tax base to the new area to have a seat on the board. This can include the county, the school district, and special districts. The size of the GURA board will be increased from 7 members to 13. Learn more.
Public Hearing Regarding Additional Budget Appropriations:
Staff recommends appropriating an additional $741,912 for various projects. Learn more.
Resolution to Provide Economic Incentive Funding to Most Recent Low-Income Housing in the East Street Neighborhood
The new owners of 2401 East Street (map) received a grant and a loan to purchase the property in exchange for making the rent affordable for 10 years. The City's GURA staff recommended that they also request Economic Incentive funds from the City. The owner pledges to price the units for 60% AMI (area median income).

Concentrating Low-Income Housing
The City has made it a practice to concentrate its lowest-income housing in the East Street Neighborhood. This latest addition makes four low-income projects within a 2-block radius. "Low income" for housing projects means 60% or below of AMI. For one person, that equates to $58,860 or below.
By contrast, the new downtown housing project, Calvary Flats, is priced for median income households. For one person, that would be $98,000; for a household of four it would be $140,000.

Golden History: Prizes and Proceedings

Golden Transcript - June 30, 1976 - Photo by Tom Young

As described in the June 30, 1976 Golden Transcript, the Golden Volunteer Fire Department was celebrating "top honors out of more than 50 teams entered in the Colorado State Fire Association Convention." The competitions tested fire fighting-related technical skills such as speedy hose coupling and fast ladder climbing.
In other news, City Council was working on an ordinance "prohibiting nudity, pornographic films and lewd or indecent displays in a licensed bar. The ordinance would also prohibit in such establishments a broad range of behavior including: loitering by habitual drunkards or intoxicated persons, profanity, rowdiness, undue noise, begging for drinks by employees of a bar and loitering by beggars."

Obscenity was a hot issue at the time, and lawmakers at the state and federal level were also working to define and ban anything considered obscene. Golden was particularly concerned about a massage parlor that was operating on Ford St.

Can hikers and mountain bikers get along? Some Colorado counties believe they can.
By John Meyer
Denver Post
When the Boulder County commissioners initiated a study to determine whether mountain bikes should be prohibited on select days and specific trails at two open space parks, the county’s legion of trailriders was aghast.
The county’s so-called alternating trail use pilot proposal, under study by Boulder County Parks & Open Space staff since April, stemmed from concerns that some hikers are uncomfortable sharing trails with mountain bikes... Read more...
