City Council will have three meetings tonight. In the first, they will convene as the Golden Water and Waste Water Board. They will be asked to approve purchase of a lease interest in 26.2-acre feet of senior water rights and 32.5-acre feet of storage in Guanella reservoir for $47,780. They will then consider an agreement with Climax Molybdenum Company regarding water they owe us. By the terms of a 1978 agreement, Climax must provide Golden with 730 acre-feet of water per year. They made subsequent agreements to provide water to Clear Creek County and the town of Empire. At present, they are unable to fulfill all of those obligations. Council will be asked to approve an agreement that would temporarily allow Climax to provide their full quota of water to Clear Creek and Empire and less to Golden. They will still be obliged to provide the contracted amount of water to Golden eventually, but because we have other sources and a big reservoir, we can afford to wait a while.
After the water discussion, they will begin the regular business meeting. Tonight’s consent agenda includes an amendment to an Intergovernmental agreement between Golden, Lakewood, Arvada, and Wheat Ridge to establish a West Metro Drug Task Force. The second consent matter sets March 15th as the date for a public hearing on the annexation agreement with Bobcat of the Rockies
They will read proclamations regarding National Read Across America Day (March 2nd) and International Women’s Day (March 8th).
Since the City Manager has resigned, effective March 18th, they will appoint an Acting City Manager.
Outdoor dining will begin again on April 1st. This is the ordinance that allows the merchants to use the parking lanes for sales or outdoor seating. Staff will ask Council whether they want any changes this year.
The City Manager will announce that the Declaration of Local Emergency has been rescinded, which means that masks are no longer required in public places.
The City Manager will review Council’s goals with a rough schedule of when they plan to focus on each objective.
They will briefly discuss whether to adopt a policy which would prohibit single use plastics and polystyrene and impose a fee for requiring a bag when making a purchase.
The third meeting of the night will be a study session. They City Attorney will provide training to City Council regarding laws, ethics, and expectations.

Heart and Soul of Golden
Foothills Art Center celebrated their grand opening on August 3, 1968. Their first exhibit was a group of paintings on loan from the Harmsen Western Art Collection.
Bill and Dorothy Harmsen were the owners of Jolly Rancher Candies. The company had started in downtown Golden, and it was here that they developed their famous hard candies. The couple were enthusiastic collectors of western art, owning more than 600 in 1968. They had never shown them in public before, but they permitted the new Foothills Art Center to borrow 41 of the best to celebrate the grand opening.
Less than three weeks later, disaster struck: 12 of the paintings were stolen. Art Center Director Irma Wyhs entered the facility on Thursday morning, August 22nd, and discovered the crime. Three antique guns had also been stolen.
Fortunately, the paintings were recovered. On September 8th, a Cherry Hills Village patrol officer noticed a suspicious vehicle. It left before he could investigate, but he had gotten the license plate number. He soon learned that a robbery had occurred in the neighborhood, so he used the license information to track down the owner at his Englewood address. There they found the paintings and other stolen articles, amounting to about $100,000 in value.
The man pleaded not guilty at his arraignment. I was unable to learn how the case was resolved.
