The Golden Bicycle Cruise is a family friendly event held on the last Tuesday evening of the month, May through September. It is sponsored by Golden Community Commons, the non-profit organization envisioning the future of the Armory building. Participants cruise along the bike paths and streets of Golden. The rides are themed, and riders encouraged to wear costumes and decorate their bikes. 100-150 riders of all ages participate. Each cruise features a different Golden band and two prize drawings. Beer from New Terrain Brewery is paired with burgers from Bob’s Atomic Burgers. Last year, 5280 Magazine named the Golden Bike Cruise one of the “5 Best Social Bike Rides Around Denver”! Tonight’s costume theme is “Tropical Paradise.”

CITY MEETING

5PM City Council Study Session
The City wanted to know whether citizens were likely to vote in favor of several issues, including:

• Increasing taxes to pay for more fire protection.

• Overturning the 2001 citizens’ initiative that limited economic incentives for developers. Currently, any incentives over $100,000 require a vote of the citizens. The goal would be to allow City Council to approve incentives in excess of $100,000 for affordable housing projects.

• Changing the terminology in the charter to be more neutral (for example, changing “councilman” to “councilor”).

• Keeping the excess lodging tax collected in 2022, rather than trying to track down the visitors who paid the tax to try to return it.

To gauge voters’ willingness to approve these issues, the City hired consultants to survey 300 “likely voters” by phone. “Interviews were distributed proportionally throughout the city. Quotas were set for key demographic sub-groups, such as gender and age.” See the survey results.

The CONSENT AGENDA is long tonight. These issues will all be approved without discussion with a single vote, unless a Councilor requests that an item be removed for discussion.

• An Intergovernmental Agreement (IGA) with West Metro Fire to provide Recruit Academy services.

• Committing to increase our affordable housing by 26 units per year over the next three years. This would allow us to apply for state funding.

• A contract for $611,000 for an improvement to the water treatment plant.

• An IGA with the School of Mines for local transit services. This will cost the City $1,698,020 over tour years. This will come out of the lodging tax.

• An IGA with Jefferson County that will provide grant funding for rent & utility assistance, motel vouchers, home rehab, affordable housing, and food pantries.

• Increasing trash collection fees

They will read A PROCLAMATION naming this Lindsey Horan Day. Golden native Lindsey is currently at the 2023 Women’s World Soccer Cup, co-captain of the United States’ team.

Several PUBLIC HEARINGS are scheduled tonight.

• Updating the sales and use tax license requirements

• Changing the default speed limit in Golden to 20 MPH unless otherwise posted.

• Adding Automated Vehicle Identification System (license plate readers) to our municipal code. They will be used for enforcing speed limits. The system will cost $86,400 per year. It would pay for itself with 180 citations per month. The City will also pay for an employee to monitor the system (about half time).

Rezoning 17270 W. Colfax (map) from C-1 to Planned United Development and approving their PUD development plan.

• Prohibiting the sale of flavored tobacco products in Golden.

Finally they will hear AN APPEAL from the owner of 23 Washington Avenue (map). The owner wants to exceed maximum lot coverage by building a three-car garage instead of a two-car garage. The Planning Commission denied the request, and the owner is appealing the denial to City Council.

GOLDEN HISTORY MOMENT

105 Years Ago
The July 25, 1918 Colorado Transcript reported that James Todd, Jr., had been killed in an accident at the Fire Brick Plant.

A large quantity of clay fell on him, breaking his neck. Todd was employed in firing kilns and it is presumed went to the pile of clay to get a piece of the material with which to plug a damper hole, when the accident happened. From the position of the body when found it is evident that he was in a stooping position when the clay slide onto him. One of the employees of the plant while happening by noticed that the clay had caved and that a portion of a man’s form was protruding.

A doctor was called, but it was too late. Todd’s neck had been broken, and the doctor believed that had he not died of a broken neck, he would have suffocated under the pile of clay.

James Todd Jr. was born in Golden in 1882 and spent his life here. He was a member of the Golden Fire Department, part of the Excelsior Hose Co.

Plant owners were rarely, if ever, held responsible for hazardous conditions at that time, and so it was in this case. The coroner’s jury concluded the following:

A number of witnesses who were questioned threw no new light on the accident, and all were of the opinion that it was an unavoidable one, and no one was to blame.

Mr. Todd left a wife and four children. He is buried in the Golden Cemetery.
