IT IS AN ORDER OF THE COURT THAT THERE BE NO RECORDING OF THE PROCEEDINGS WITHOUT A COURT ORDER, INCLUDING ANY SCREEN CAPTURE, PHOTOGRAPH, OR AUDIO and/or VISUAL RECORDING. VIOLATION OF THIS ORDER MAY SUBJECT THE OFFENDER TO ARREST, PROSECUTION AND PUNISHMENT FOR CONTEMPT OF COURT.

The Downtown Development Authority will discuss absorbing the City’s Goosetown property (outlined in blue) into the DDA district. This picture appears on p. 22 of the meeting packet.

Golden Mountain Guides, which is based in the Mountaineering Center, applied for a professional services grant to update their website. Staff sent this application to the grants subcommittee but did not receive a decision in a timely manner. Staff is asking for discretion to approve grants up to $5000 “with email consultation with the Grants Committee.”

The DDA had an offsite retreat in mid-November and concluded that they would like a more active role in planning several upcoming changes to downtown, including a substantial streetscape project on Jackson Street and design updates to Parfet and Vanover Parks and the creekfront property. Other potential projects include a redesign of Washington Avenue “that maximizes pedestrian, cycling, vehicular, parking, trash management and other community needs;” a new public plaza between Miners Alley Performing Arts Center and the Astor House that “may or may not necessitate removal of the surface parking lot;” and possibly appending the City’s Goosetown property to the DDA district. Golden police say they’d like to talk with a Stephen Paul Cheshier, 31, about his living habits.

The December 11, 1984 Golden Transcript reported that police were seeking a man who was living in crawl spaces in various homes in town. He was a former Mines student and had been known to use campus facilities such as the gym showers. Police had recently evicted him from a 12th Street crawlspace, and another earlier that year.

Authorities believe Cheshier still looks for local homes with large enough crawl spaces to accommodate him. At 6 foot 1, 180 pounds, he is not a small man….

It takes the residents living above time to figure out he is there. Frequently, the homeowners begin to investigate because they believe they have rats. When their intruder turns out to be human, they contact the police.

While trying to dislodge the man from the 12th Street crawlspace, an officer had crawled into the small space. Cheshier beat him over the head with a brick, then escaped.
