CITY MEETINGS
5PM City Council Study Session @ City Hall
Council will review the recommended 2024 operating budget and capital improvement plan. The plan calls for some deficit spending.
Projected revenues for 2024: $40,990,017
Proposed expenditures 2024: $42,284,609
Plans for additional hiring:
2 full-time aquatics coordinators
1 assistant golf mechanic
1 golf operations manager
1 Water Treatment Plant Operator
1 Electric Utility Locator
1 Civil Engineer
2 additions to the City Attorney’s office
1/2 museum education assistant (moving from part time to full time)
The second study session topic concerns the City’s charging stations for electric vehicles. The City received grant funding to make the stations free for several years. We have now satisfied that requirement and have the option to begin charging for this service. Staff is proposing a rate of $0.22 per kilowatt hour, which would cover most of the cost of maintaining the public stations. In contrast, commercial charging stations cost $0.48-$0.56/kwh.

Council will accept in-person public comment shortly after 6:30. If you prefer to email your comments, send them to PublicComment@cityofgolden.net. Written public comments received before 3PM will be added to the agenda after 3PM.
Tonight’s consent agenda (no discussion unless specifically requested by a Councilor) includes approval of a $1,137,730 contract to update the public restrooms in Parfet Park, Lions Park, and next to the Astor House. They will approve an IGA with the Jeffco R-1 School District to provide two School Resource Officers and two assigned patrol cars. They will vote to continue the Rocky Flats Stewardship Council. They will approve the City Council meeting schedule for 2024 (which is unchanged from this year). They will approve a 2023 budget amendment that calls for an additional $860K in expenditures and reduces the contingency appropriation by $325K. They will have the first reading of a change to the municipal code regarding traffic calming They will have the first reading of an ordinance that will increase water (6.2%) and wastewater (5%) rates for 20204.
Tonight’s proclamations recognize Hunger and Homelessness Awareness Week, Colorado Recycles Week, and Small Business Saturday.
The Finance Director will provide his third quarter report on the City’s financial condition.
They will hold a public hearing (public comment is allowed at this point) regarding the 2024 Operating Budget and Capital Improvement Plan (which was also discussed during the study session).
The Deputy City Manager will provide an update on progress toward the 2023 Strategic Plan.
They will then go into study session to evaluate the performance of the City Manager.

The November 14, 1940 Colorado Transcript was focused on Thanksgiving:
Thanksgiving Day is right around the corner–Thursday, November 21–just to be an American–live in Golden and Jefferson county–and be in business on Washington Avenue is enough to make us all reverently happy and thankful.

The Golden Gem Theater was sponsoring its annual Thanksgiving food matinee. They were showing The Day the Bookies Wept, starring Betty Grable. Admission was only available with a donation of food, which would be used to stock Thanksgiving baskets for local needy families.
Thanksgiving was unusually early that year. We normally celebrate it on the fourth Thursday in November. In 1939, President Roosevelt moved Thanksgiving to the third Thursday in order to make the Christmas shopping season longer–an economic stimulus move. They changed it back to the fourth Thursday at the end of 1941. Source: archives.gov
