CITY MEETINGS

6:30PM City Council Regular Business Meeting @ City Hall
General Public Comment will happen at the beginning of the meeting, so it you want to address council, be there at 6:30. Alternatively, you can send written comment to PublicComment@cityofgolden.net. The written public comments will be added to the meeting packet after 3PM.

There are four public hearings scheduled at the end of the meeting, so if you want to comment on any of those topics, you’ll have to wait till the end. The topics are: traffic calming, increasing the water and wastewater rates, accepting “The Junction” as an annexation to the city, and establishing the zoning for the newly-annexed property.

Consent Agenda
There will be no discussion of any of these topics unless specifically requested by a councilor.

Approve an IGA between the city and the council for monitoring air quality.

Approve an agreement to allow Golden Moon Speakeasy and Miners Saloon to use Miners Alley for outdoor seating again next summer.

Approve the final plat for the Overlook subdivision, which is already approved for 92 single family lots. The new neighborhood will be accessed via W. 4th Avenue.

Approve a Memo of Understanding with several other governmental entities to collaborate in wildfire risk mitigation in the Clear Creek watershed.

Approve a contract with Muller Engineering to create a storm drainage master plan for the School of Mines campus.

Approve increased compensation for the City Manager. He will receive an immediate 3% raise, taking his salary to $247,200. He will receive another raise when the rest of city employees receive raises (usually in January). The City’s contribution to his 457 (retirement) plan will increase by 3%.

The City will also loan him up to $750,000 to purchase a home. He will be required to make interest-only payments at 4.25% per annum. He must pay back the principle when he sells the house or leaves the job.

Approve an expansion of the hearing officer’s responsibilities. She normally oversees marijuana, tobacco, and alcohol licenses and infractions. This resolution will allow her to hear campaign finance complaints too.

Resolutions
Council may discuss these items, but they will not allow public comment at this point in the meeting.

Approve a resolution granting Google Fiber Colorado access to our right-of-way to facilitate building a commercial broadband network in Golden.

Approve a resolution adopting a new Neighborhood Speed Management Manual.

Public Hearings
Each of these items will include time for the public to comment.

Amending the municipal code to allow certain traffic calming measures.

Raising the water and wastewater rates for 2024.

Annexing 54.42 acres (area known as “The Junction”) into the City of Golden.

Establishing initial zoning for The Junction as M1 (Limited Industrial) and C1 (Limited Commercial) was a FS (Strip Form Zone Overlay).

Dr. Perry Kelly has two or three cases of small pox in the country east of us, all of which come into the county from Denver, where the loathsome disease is quite prevalent…. Our county commissioners should institute a quarantine against them at once.

102 Years Ago

The small pox epidemic in Denver has caused considerable worry in Golden, and hundreds of people in this community have taken the precaution of being vaccinated. City Health Officer Kemble reports that there are no cases of the disease here.

Firemen’s Dance
Once of the most enjoyable events of the season will be the annual Firemen’s masquerade dance which will be held at the Golden opera house on Friday evening, December 30th…. On account of the prevalence of small pox in Denver the committee has decided not to have a costumer come from Denver, but urges that dancers furnish their own outfits.

The fear of small pox fit right in with the Transcript’s long-running campaign to encourage people to Shop Local:

Golden merchants have an excellent line of Christmas goods and there is no use in journeying to Denver to buy your Christmas goods. Besides, look at the danger of getting murdered, held up, run over or contracting small pox. Buy at home, help your home town and be safe.

Highlights
