Arts and Culture Subcommittee Update
Council plans to set up a new citizens committee to cover the public art collection, city-sponsored events (trick-or-treat, Goldens in Golden, Movies & Music, and Olde Golden Holidays), and grants to Golden cultural organizations. They want to move the History Museum from the Parks board to the new Arts & Culture board. They also plan to add a half-time city employee to oversee this collection of topics. Learn more.
Boards and Commissions Subcommittee
Citizens are encouraged to apply for boards & commissions every spring. This year, council received 38 applications for 22 vacancies on the various board & commissions. They are considering some changes to the selection process, which could include interviewing only their first choice candidate. City staff will provide council with a list of existing board members and staff liasons to each board will provide comments regarding board members who are re-applying and types of experience that would help the board. The meeting memo includes the questions that are used in the interview (which might be helpful to those planning to apply next year). Learn more.
Phase 3 Zoning Code Rewrite Update
The Planning Department is rewriting parts of the zoning code, and seeks council input on several possible changes. They have consolidated land use rules into a table, to make the information more accessible. They are are considering changes to parking requirements. They plan to expand the area requiring notices for variances and adjustments
They have been discussing drive-throughs. The original suggestion was banning them for new construction. Now they are considering whether the different types of drive-throughs (banks, fast food, car wash, coffee shop) should have different regulations.
They will be working on the fast track process to facilitate a 3% annual increase in Golden's affordable housing. Learn more.

Public Comment is accepted at the beginning of the meeting. You'll have 3 minutes to speak. Alternatively, you can send emails by 3PM to PublicComment@cityofgolden.net. Comments received by 3PM will be added to the meeting packet.
Consent Matters includes items considered uncontroversial, probably not requiring discussion.
Jeffco Regional Crime Lab IGA - The current Intergovernmental Agreement (IGA) requires to crime lab return any unused funds at the end of the year to the County's general fund. In 2023, the lab $15,899 had remaining, so they turned it over to the County. This change would allow the lab to carryover funds for use in the following year. This will not affect Golden's contribution.
A change request in the amount of $35,400 is required to cover cost overruns on two drainage ponds.
The city is requesting fee increases for waste collection services.

The City will accept a permanent non-exclusive drainage easement for 2315 Illinois St. (map). This site has been subdivided into three lots for future redevelopment.
Annual Comprehensive Financial Report
The City's auditor will present the 2023 Annual Comprehensive Financial Report.
2nd Quarter Financial Report
The City's Finance Director will present the 2024 2nd Quarter Financial Report.

Eliminating Dog Licenses (1st reading - to be voted on August 13th)
Since 2007, the cities of Golden, Arvada, Edgewater, Lakewood, Westminster, and Wheat Ridge, along with Jefferson County have had an IGA for a countywide dog licensing program. The proceeds were to be used to help pay the dept for Foothills Animal Shelter. The board has recommended that they eliminate licensing. Golden will budget their full contribution to the shelter ($48,600 in 2024) without trying to offset the cost with licensing fees.
Franchise Agreement with Comcast
Council will consider renewing the non-exclusive franchise agreement with Comcast.
Hiring Architects for the New City Hall Project
Council will consider approving a $2.6 million contract for architects to design a new City Hall. This is part of an ongoing community conversation. For background, see today's article, "Where are we today with the new City Hall?"

Where are we today with the new City Hall?

Council will be voting tonight to approve a $2.6 million contract with architects to design a new City Hall. If this topic seems familiar, it's probably because it appeared on the July 9th agenda. You may have read my article titled "Where are we with the new City Hall?"
As a brief refresher, Council had been discussing plans to build a new City Hall, at a cost of $59-65 million. City staff recommended that they finance the project with Certificates of Participation, which would not require approval by the residents.
A group of concerned citizens formed a committee to ask Council to allow the tax payers to vote on so large an expenditure. They appeared at the May 14th Council meeting, and one by one, provided public comment asking that the matter be put to a vote. You can watch the comments at this link, starting at 1 hr, 50 minutes, or read the summaries provided by the City Clerk in the May 14th meeting minutes (p. 2).
The group proposed amending the City Charter to limit the amount Council could spend without a vote by citizens.
Note: Spending will be an on-going concern with the Heart of Golden because the proposed City Hall is only the first of many projects. Future plans include a parking garage across from the new building, demolition of the current City Hall, redeveloping that property into parkland, building a new History Museum, redeveloping that property into parkland, redesigning Lions Park, renovation of the public works building, and possibly building affordable housing on some of the property acquired from Coors.
Council's July 9th agenda called for them to approve a $2.6 million contract for an architecture firm to begin design work on the new City Hall. A subset of the citizens group appeared once again for public comment, asking Council to delay that decision until the citizens had discussed the proposed spending limit with some or all of the Councilors. Council agreed to delay the contract approval for two weeks.
Mayor Pro Tem Rob Reed met with a subgroup of the citizens, then discussed their proposal with fellow councilors. Council's counter-offer was to approve the $2.6 million contract tonight and the amend it later (for additional cost) so that the architects would also provide a Police Department-only building option. The two options (police only or full city hall) would be made available for public comment, but the ultimate spending decision would remain with City Council--no vote of the citizens.
This is not what the citizens group had proposed: they wanted expenditures over $15 million (including the $59-65 million City Hall) to be approved by the voters.
NOTE: I am not a member of the citizens group (nor a City Councilor), so my understanding comes from watching meetings, reading meeting packets, and reviewing correspondence. Golden History: Treasure Trove of Local Advertising

Local advertisements in the July 23, 1903 Colorado Transcript

For a historian wanting to learn about Golden’s early businesses, the first decade of the 20th century was a golden age. Prior to that time, the Transcript consisted mostly of dense text in tiny fonts. In the early 1900s, display ads were assuming a bigger role in the paper. By the 19-teens, the paper was choked with national (non-local) business advertising–particularly patent medicines–but in 1903 many Golden businesses were advertising in the Transcript.
The July 23rd, 1903 Colorado Transcript is full of ads for merchants I’ve written about in previous history articles. In 1903, Ford Street had some substantial commercial buildings, almost rivaling Washington Avenue as a shopping district.

Ford St.
1 – Sarell Hardware was on Ford Street at that time. They later moved to Washington Avenue. In the 1940s, that business was purchased by Joe & Ruby Meyer and became Meyer Hardware.
2 – Fromhart & Thomas Blacksmithing & Wagon Repairing stood on the southeast corner of 12th & Ford.
3 – The Golden Milling Company (“A Flour of Quality”) was precisely where the Golden Mill stands today, on Ford Street at Clear Creek.
Washington Avenue
4 – Soren Sorenson’s Grocery, Wade Clothing, and O.T. Ellis were all located in the Opera House Block (now Ace Hi Tavern).
5 – Brown’s Dry Goods (“Muslin Underwear”) was located in the Harrison Block, now Del’s Tonsorial Parlor.
6 – R. Broad Jr.‘s store occupied the Everett Block at 12th and Washington–now Goozell Yogurt.
7 – The Woods-Rubey Bank was on the southeast corner of 12th and Washington–now Golden Goods toy store.
8 – Linder Hardware and Gallinger-Root Drug Co. were located in the Linder Block on the northeast corner of 13th and Washington
9 – Koenig Mercantile was in the Loveland Building at 12th and Washington–now the Old Capitol Grill.

10 – The Big Red Boot occupied a wooden building in the spot now occupied by Baby Doe’s Clothing.
11 – The Osborne Market was at 1106 Washington, now being remodeled
Other Locations
Rock Flour Mills – 9th and Cheyenne.
Zilligan & Olmsted – The name (C.& S. Market) indicates that this business may have been in or near the Goosetown neighborhood, near the roundhouse and other railroad buildings. C.&S. stood for Colorado & Southern–the railroad that served Golden at that time.
