CITY COUNCIL MEETING

5PM City Council Study Session @ City Hall
The Sustainability Manager will update Council on the City’s Healthy Housing initiatives. The first goal is to eliminate any remaining lead water lines, including those in private homes, as well as lead paint. The second goal is to develop an education program to help residents identify safety hazards in their own homes. The third goal is to establish a registry of rental properties and to identify health hazards in the rental housing stock.

Council will also hear concerns about flavored nicotine and tobacco, and will discuss possible updates to our nicotine and tobacco regulations.

6:30PM City Council Regular Business Meeting @ City Hall

Tonight’s consent agenda includes the following:

Purchase of a wheel loader (net cost: $153,850)
(A loader is used with a bucket or other attachments to load or move material into dump trucks, can also be used for grading, plowing and many other uses. Golden owns one wheel loader of this size, which is in operation year-round.)
Adoption of the 2008 City of Golden Historic District Residential Design Guidelines
(These guidelines were written 15 years ago, but were never formally adopted.)
Appointing Brian Whitney as a Deputy Municipal Judge and increasing the pay rate (from $75/hr to $85/hr) for the Deputy Municipal Judge
Approval of a $1,050,370.02 contract with Martin Marietta for street improvements
Appoint new members to the Sustainability Board, Planning Commission, and Public Art Commission

Council will read two proclamations: LGBTQIA+ Pride Month and Golden Day (June 16th).

RTD will provide Council with updates on their recent fare study, possible partnerships with local governments, and “Zero Fare for Better Air” (free rides in August).

They will discuss a request from a proposed RV park at 670 Rooney Road (map). Pleasant View has agreed to treat the wastewater from the new development, but the RV park would like to use our sanitary system to convey the wastewater from their property to Pleasant View.

They will hold a public hearing regarding the new zoning code for commercial property. (To see how your property, or any other property in town is zoned, see the map on the very last page of this 293 page document.)

They will hold a public hearing regarding the Comprehensive Fee Schedule. They are adding Special District Application Fees ranging from $1,500-$3,500. They are also adding Application Deposit Fees ranging from $2,500-$7,500.

The City is currently advertising for three full-time salaried positions:

City Attorney ($185,000-$215,000)
Planning Supervisor ($95,000-$119,000)
Affordable Housing Policy Coordinator ($75,000-$90,000)

GOLDEN HISTORY MOMENT


The June 6, 1989 Golden Transcript featured an article that is probably unbelievable to anyone who didn’t live here in the 1980s. In 1982, Exxon shut down its oil shale operations in Colorado, which marked the beginning of a bad decade for the state’s economy. People who had bought homes during the oil boom found themselves with houses and condos worth a fraction of what they had paid for them.

The June 6th article concerned the purchase of 50 condominiums in the Golden Ridge complex (map). A real estate syndicate bought them in bulk for a cool $1 million.

So where does the gamble come in? Now that it owns the units, APFC has to rent or sell them, a formidable task in today’s market. During the past ten years, the value of condominiums has dropped steadily. According to Realtors, in 1988 you couldn’t give a condominium away, although many owners felt they were when they sold them for as little as 20 percent of what they paid for them during the condo boom years.

The article went on to say that the new owners were pleasantly surprised when Jefferson County announced plans to build the new county complex across the street. They also planned to market to Mines students and parents by offering to buy back the condo for the original price after five years.

The owners were planning an open house with tours of available units and the clubhouse. Facilities included an indoor/outdoor pool, weight room, jacuzzi, sauna, ping-pong room, kitchen, and dance floor.

Those same condos are currently listing between $265,000 and $365,000.
