Housing Needs Assessment

In 2022, City Council approved a Housing Needs Assessment. The Study was cause for a lot of public conversation at the time, because it concluded that we needed 3,100 additional housing units in the next ten years. Of those, 2,300 (or 76%) should be affordable housing units and 19% should be senior housing.

According to the Housing Study, 95% of all workers in Golden commute in. One of the drivers for that goal of 3,100 new homes was the assumption that everyone who works in Golden should move to Golden.

Tonight's staff memo states that Employment, population, and household growth forecasts for the broader region and Jefferson County have been revised downward since the 2022 HNSA. However, reduced growth expectations do not diminish the need for additional workforce housing production — they suggest "perhaps even greater emphasis on aligning housing supply with the existing workforce, nearly 95 percent of whom still commute in to Golden for employment."

In February of this year, City Council approved an updated version of the Housing Study, without sending it through the Planning Commission. Tonight is Planning Commission's opportunity to discuss the newly-approved version.

The report estimates that Golden has 72 homeless residents. The State also requires that we provide "Supportive Housing" for homeless individuals. Staff estimates that we have 72 homeless residents and need to provide 55-60 homes for them.

Among the questions the Commission may wish to consider are:

  • Are we still aiming to add 3,100 households, or is there a new target?
  • Currently, the housing projects for the lowest income households are concentrated in the Central Neighborhoods. Will any of the new projects (Nazarene, Calvary Flats, or 17200 West Colfax - map) serve that group?

408 18th Street Post Approval Review

In March of 2025, Planning Commission considered a plan for alterations to the home at 408 18th Street (map). The Commission asked that the Form Zone Site Plan be brought back for their review. The final plans for the house resulted in a smaller footprint, which would no longer require PC approval; therefore, Planning staff have already approved the project.
