5PM Study Session

  • Managed Parking at Water and Jackson Streets
    Parking is in high demand in the area by Parfet Park, the Golden Mill, and the future Clayworks development. Clayworks has been granted a transportation demand management plan, which allows them to provide less on-site parking than our codes would normally require. In response (and in anticipation), the residents and businesses in that area are requesting a managed parking system, which would provide tenants with parking permits.
  • Fire Department Data Analytics
    In 2023, Golden voters approved a tax increase to fund more staff for the Fire Department. The Fire Chief will report on the impacts of that increased funding.

Public Comment

The meeting begins with public comment. If you want to address Council, you will have three minutes to speak. Any public comments received by email before 3PM will be posted in the meeting packet after 3 (so check back then!).

Items on the Consent Agenda are considered non-controversial, not needing discussion. Everything in this section will be approved at once, with one vote.

Any councilor wishing to discuss one of the issues can request that it be removed from the consent agenda and discussed and voted on separately.

These are the items on the Consent Agenda:

  • IGA between Golden, Pleasant View, Golden Gate Fire Protection District,and Intermountain Health (ambulence service) for "Emergent and Non-Emergent Ambulance and related medical services."
  • IGA with Georgetown for water storage in Golden's Guanella Reservoir.
  • IGA with Black Hawk for water storage in Golden's Guanella Reservoir.
  • IGA with Soda Creek Property Owners Assn (in Evergreen) for water storage in Golden's Guanella Reservoir.
  • IGA with Jefferson County for use of County parking lots during City special events.
  • Purchase of three Chevrolet Electric Silverado Trucksand four Chevrolet Electric Blazers. The total estimated purchase price will be $318,925. The vehicles they are replacing will be auctioned off with proceeds estimated at $70,000.
  • "Upfitting" of four police vehicles at a cost of $134,558.
  • First reading of a supplemental appropriation to the 2026 budget with second reading to occur on April 28th. The key items are:
    * Drainage Fund ($31.74M): Lena Gulch.
    * Water Fund ($6.8M): Fossil Trace Gold Course pump station and utility line replacement.
    * Wastewater Fund ($640,000): Utility line replacement.
    * Capital Program & SUT Funds ($60.76M combined): Street and sidewalk
    improvements, fire equipment, parks, Heart of Golden, and public art.
    * Open Space & Conservation Trust ($256,977 combined): Parks projects.
    * Fossil Trace Golf Couse Fund ($101,515): Insulation for battery storage and clubhouse building improvements.

Resolutions

  • Approving a new Comprehensive Plan
    Council will approve a new version of the Comprehensive Plan ("the Comp Plan"). The Comp Plan is treated by staff and council as the expressed will of the people and is used as the basis for policy decisions.

    The 2011 Comp Plan was written based on an extensive public input process. It included several goals which have been largely dropped or degraded in this version, such as "Safe, clean and quiet neighborhoods."

    In 2017, the Plan was changed to say that 45% of Golden's housing should be affordable to low, moderate, and median income households.

    This 2026 version emphasizes increasing density and fitting more people in the City's limited space. It states that most new development will be multi-family housing rather than single family homes. It emphasizes use of transportation demand management plans as a way to allocate less land to parking. It focuses on adding affordable housing developments.

    This new Comp Plan also includes a new section on "Regional Partnerships." This is primarily focused on the School of Mines, which has shown dramatic growth over the past few years. This is always a matter of concern to the City, since they have little or no control over what and where the School decides to build. This section mentions the City's desire to have more input into future campus expansion plans.
  • Amending Council Rules
    The resolution clarifies several aspects concerning Council participation on City and regional boards.
  • Establishment enforcement framework and water service surcharge for violations of outdoor water use restrictions.
